About this file
This is a Memorandum for Record from the 56th Security Forces Squadron at Luke Air Force Base outlining salient characteristics for a man-portable and vehicle-mounted RF drone detection system. The 56th Contracting Squadron will use these specifications as requirements for a competitive procurement. The identified brand name product meeting these requirements is the DroneShield RfPatrol™ Immediate Response Kit (NSN: 5865-66-025-4740), with "or equal" systems permitted if they meet or exceed all stated specifications.
The core system must be a completely passive, non-emitting Software Defined Radio (SDR)-based sensor capable of detecting and classifying RF Command and Control signals, custom protocols, Remote ID signals, and drone video transmissions. The system's AI/ML engine must identify over 150 common drone models and provide real-time on-device display of drone model, altitude, speed, communication frequency, and GPS coordinates for compatible models via a "DroneLocator" feature. The handheld detector must weigh no more than 1.2 kg (2.6 lbs) including battery, provide initial detection and alerting in less than 5 seconds, monitor frequency ranges from 400MHz to 6000MHz, and achieve a minimum 10 hours of continuous operation on a single NATO-standard rechargeable Lithium-Ion battery interchangeable with military radio batteries (PRC-152, PRC-163). The unit must be certified to MIL-STD-810G/H and have an IP67 ingress protection rating. The vehicle integration kit requires an external wide-band magnetic-mount antenna supporting frequencies including 433MHz, 868MHz, 915MHz, 2.4GHz, 5.2GHz, and 5.8GHz. The complete "Immediate Response Kit" must be delivered in a rugged IP67-rated hard-shell case with custom foam inserts and include two NATO-standard batteries, battery charger, vehicle-mount antenna kit, MOLLE-compatible carry pouch, RF and data cables, and AC/DC power adapters. The system must output detection data via gRPC, JSON, and Cursor on Target (CoT) XML formats for integration with third-party and government battle management systems, be Trade Agreements Act (TAA) and Berry Amendment compliant, and include a three-year subscription for quarterly software/firmware updates to the drone signature library.

MEMORANDUM FOR 56TH CONTRACTING SQUADRON (56 CONS/PKB)
FROM: 56TH SECURITY FORCES SQUADRON (56 SFS/RA)
SUBJECT: Salient Characteristics for Man-Portable and Vehicle-Mounted RF Drone Detection System
1. Purpose: This memorandum outlines the minimum essential salient characteristics for a portable, multi-mission Radio Frequency (RF) based detection system for small Unmanned Aircraft Systems (sUAS). This system is required to provide dismounted security patrols and mobile vehicle patrols with immediate, localized drone detection and alerting capabilities. The identified brand name product that meets these requirements is the DroneShield RfPatrol™ Immediate Response Kit (NSN: 5865-66-025-4740). An "or equal" system must meet or exceed all specifications listed below to be considered technically acceptable.
2. Core System Functional Characteristics:
a. Detection Methodology: The system must be a completely passive, non-emitting Software Defined Radio (SDR) based sensor. It must not transmit, jam, or interfere with the RF spectrum.
b. Drone Identification: The system must detect and classify RF Command and Control (C2) signals, custom protocols, Remote ID signals, and drone video transmissions. The system's AI/ML engine must be capable of identifying over 150 common drone models.
c. Situational Awareness: Must provide real-time, on-device display of critical information including, at a minimum, drone model, altitude, speed, and communication frequency. Must also provide a "DroneLocator" feature to display the drone and controller's GPS coordinates for compatible models.
d. Data Interface: The system must be capable of outputting detection data via gRPC, JSON, and Cursor on Target (CoT) XML-based formats to enable integration with third-party and government battle management systems (e.g., TAK software).
3. Handheld Detector (Primary Unit) Technical Specifications:
a. Performance:
* (1) Detection Time: Must provide initial detection and alerting in less than 5 seconds.
* (2) Frequency Coverage: Must monitor, at a minimum, the following frequency ranges: 400MHz – 1004MHz, 1004MHz – 2400MHz, 2363MHz – 2517MHz, and 4800MHz – 6000MHz.
b. Physical and Environmental:
* (1) Weight: Total weight of the handheld unit, including attached battery, must not exceed 1.2 kg (2.6 lbs).
* (2) Environmental Durability: Must be certified to meet, at a minimum, MIL- STD-810G/H for operation in harsh environmental conditions (including high/low temp, vibration, and shock).
* (3) Ingress Protection: The handheld unit must have an Ingress Protection (IP) rating of IP67, certifying it as dust-tight and submersible in water.
c. Power and Battery:
* (1) Battery Type: Must utilize a rechargeable Lithium-Ion battery that is compliant with NATO standards and is interchangeable with common military radio batteries (e.g., PRC-152, PRC-163).
* (2) Operating Time: A single battery must provide a minimum of 10 hours of continuous, uninterrupted operation.
4. Vehicle Integration Kit Specifications:
a. Antenna System:
* (1) Mounting: The kit must include an external, wide-band antenna with a magnetic mounting system for rapid, non-permanent vehicle attachment.
b. * (2) Frequency Support: The external antenna must support, at a minimum, the following frequencies: 433MHz, 868MHz, 915MHz, 2.4GHz, 5.2GHz, and 5.8GHz.
5. Immediate Response Kit (Carrying Case and Accessories):
a. Complete Kit: The system must be delivered as a comprehensive "Immediate Response Kit" housed in a rugged, IP67-rated hard-shell case with custom foam inserts.
b. Required Accessories: The kit must include, at a minimum: one (1) Handheld Detection Unit, two (2) NATO-standard rechargeable batteries, a battery pass-through charger, one (1) Vehicle-Mount Magnetic Antenna Kit, one (1) MOLLE-
