This is a Performance Work Statement (PWS) for janitorial services at Newton Reservoir in Utah, managed by the Bureau of Reclamation's Provo Area Office. The contract provides janitorial maintenance to keep recreation facilities clean, sanitary, and safe during a seasonal service window from May 15 through October 31 each year. The base period runs May 1, 2026, through April 30, 2027, with four optional one-year extensions available through April 30, 2031, exercisable at the Government's discretion contingent on satisfactory performance, funding availability, and regulatory compliance. The Government must provide written notice at least 60 days prior to contract expiration to exercise option years. Pricing shall be firm fixed per service visit and seasonal total, with annual adjustments for option years based on CPI/inflation rates not to exceed 4%.

The contractor must maintain two double-vault restrooms (Southeast Boat Ramp and Southwest Parking Area) with weekly cleaning on a consistent weekday schedule. Core tasks include pressure washing interior and exterior surfaces weekly using 1,200-2,000 PSI equipment with 25-40 degree fan tips, cleaning and disinfecting all fixtures and surfaces with EPA-approved products (Envirox H₂Orange₂ or equivalent), adding septic tank treatment to vault toilets, restocking biodegradable toilet paper, and performing litter cleanup within delineated areas or within 50 feet of paved/graveled surfaces. The contractor must designate primary and alternate supervisors capable of responding onsite within three hours of notification for service failures, emergencies, corrective actions, restocking requests, and inspection follow-ups. A staffing and response plan demonstrating three-hour response capability must be submitted before work commences. Environmental products and alternatives to hazardous chemicals are preferred, and all supplies must be disposed of per manufacturer recommendations. Performance will be monitored against a Quality Assurance Surveillance Plan and Cleaning & Inspection Checklist; contractors are encouraged to submit their own QA/QC plans. Any damage or vandalism must be reported within 24 hours to the designated government contact.
