About this file

This is a Statement of Work (SOW) for the renewal and expansion of Bentley subscription software licenses for the U.S. Army Corps of Engineers (USACE) Computer-Aided Design/Building Information Modeling (CAD/BIM) Information Technology Laboratory (ITL). The Center currently maintains over 66 CAD/BIM software application licenses serving more than 40 USACE Districts. The requirement covers three primary product groups: ProjectWise (document management and digital project management tool), Design Authoring Platforms (MicroStation, OpenRoads Designer, OpenBuildings Designer, OpenBridge Designer, OpenCities, OpenPlant Modeler, OpenRail Designer, and OpenSite Designer), and Design Analysis Tools (OpenGround, EasyPower, GeoStudio, LeapFrog, and related engineering solutions). Usage of Design Authoring Platforms is anticipated to be 50 percent of Calendar Year 2025 levels for the Base Year and 25 percent of CY 2025 levels for Option Year 1.

The Period of Performance consists of a 12-month Base Year (April 1, 2026 through March 31, 2027) and a 12-month Option Year 1 (April 1, 2027 through March 31, 2028). Electronic delivery of all licenses must occur on or before April 1, 2026, with licenses remaining valid and functional for a minimum of 365 days following award. Monthly invoices are due by the 24th calendar day of the month following delivery and acceptance, submitted in PDF format to specified USACE email addresses with prior draft approval from the Technical COR Stephen Spangler. Monthly usage logs for all Bentley products must be provided to the Contracting Officer Representative by the 5th of each subsequent month. Key points of contact include Project Manager Michael Ott, Technical COR Stephen Spangler, and Contracting Officer Aquiller Cole. 3. Description:

This effort includes acquisition of licenses for three primary groups of products:

· ProjectWise: Bentley ProjectWise is used for document management across USACE. It allows for the checkout, management, and sharing of project content in a collaborative environment.

ProjectWise is the USACE standard digital project management tool; utilized for design and engineering related projects. It provides end users with access to 3D technology in an automated format for project workflows. Additionally, ProjectWise is utilized to assist Project Delivery Teams (PDTs), including engineers in data management, data and material exchanges for throughout the lifecycle of complex design projects. ProjectWise has improved project performance and productivity for USACE and become an essential component for project success. USACE is continuing to work with Bentley on moving to the ProjectWise Cloud for project/file storage and maintenance.

· Design Authoring Platforms: This includes licenses for products that are used primarily for design/engineering projects throughout USACE. These products include: MicroStation, OpenRoads Designer, OpenBuildings Designer, OpenBridge Designer, OpenCities, OpenPlant Modeler, OpenRail Designer, and OpenSite Designer. It is anticipated that overall usage of these specific products across USACE shall be 50% of Calendar Year (CY) 2025 levels for Base Year (see section 4.3) and 25% of CY 2025 levels for Option Year 1 (see section 4.3 for definition of Period of Performance).

· Design Analysis Tools: Design Analysis Tools cover the bulk of the remaining vast array of engineering solution tools provided by Bentley. These include tools added in the last ELA, such as OpenGround, EasyPower, GeoStudio, and LeapFrog.
