GENERAL INFORMATION
1.0 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform a defensive drivers training course as defined in this PWS except as specified in Section C-3 as Government Furnished Property (GFP) and services at (the awarded contractor training facility). The personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The Contractor shall perform to the standards in this contract.
1.1 Background: 202d MI BN Soldiers returning from deployments from the CENTCOM AOR, have on many occasions, commented to leadership on the erratic driving of the local populace and that they wished there was a course or hands-on training they could get to prepare themselves prior to deployment.
The Soldiers have also commented that the training downrange is limited to general knowledge of local street signs and what to do in an accident. 202d MI BN does not have any trained personnel to prepare deployers for the type of drivers they will encounter. They have only been able to share the issues vocally and through past experiences. 202d MI BN Soldiers travel throughout the AO by vehicle multiple times a week. Due to multiple accidents and close calls in the AOR, battalion leadership have pursued the option for a defensive drivers’ course that will train prepare Soldiers for the environment they will be deployed to. The military does not possess a course that meets the requirement resulting in the need for a tailored commercially procured course. A tailored course to the 202d MI BN will ensure Soldiers are prepared to react and maneuver confidently in a stressful environment.
1.2 Scope: The Contractor shall provide non-personal service(s) such as a training course with curriculum that must include an accident avoidance module, surveillance detection, evasive driving course, and off road driving course. The course must consist of both classroom theory and practical hands-on driving drills.
