About this file
This document is a Design Criteria attachment for a Design-Build project to renovate five senior officer housing units at Commander Fleet Activities Yokosuka (CFAY) in Japan. The project involves comprehensive renovation of five housing units located in four buildings: Edwina #8 and #9 (a two-family detached wood-framed building constructed in 1931), Gridley 2, Gridley 1, and Halsey #8-1/2 (three reinforced concrete buildings constructed circa 1979).
The renovation scope includes full demolition of interior and exterior building components down to the concrete structure, followed by new construction of roofing, windows, doors, insulation, mechanical systems, electrical systems, plumbing, fire protection, and interior finishes. The project requires adherence to multiple U.S. and Japanese design standards, including UFC, NFPA, International Building Codes, and local Japanese regulations. Key objectives include improving energy efficiency, sustainability, accessibility, and overall living standards while maintaining the architectural character of the existing structures. The renovation will replace all major building systems, implement modern safety features, and upgrade the housing units to contemporary standards using primarily Japanese-manufactured materials.
