About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a sole-source procurement by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

The ATF, Office of Enforcement Programs and Services/Firearms and Ammunition Technology Division, requires renewal of maintenance support for 28 existing CartWinPro software licenses and purchase of 26 new licenses. CartWinPro is a Microsoft Windows-based forensic tool verified and validated by the National Institute of Standards and Technology (NIST) under the Forensic Database Firearms and Tool marks section. The software contains over 30,700 ammunition head stamp entries with supporting images, descriptions, and manufacturer information, and employs proprietary search algorithms unique to CartWinPro. The sole vendor is Manthei-Mess-Systeme (Axel Manthei, Albrecht-Nützel-Weg 29, 86916 Kaufering, Germany), with no U.S.-based resellers available. The procurement is justified under 41 U.S. Code § 3304 and RFO 6.103-1, citing only one responsible source capable of satisfying agency requirements. Market research identified one alternative—the Reference Ammunition File (RAF) used by the FBI—but determined it lacks the necessary functionality, CartWinPro's proprietary search algorithms, and sufficient exhibits to meet ATF operational needs. The estimated contract value is redacted; pricing was determined fair and reasonable based on comparison to the Independent Government Cost Estimate and historical award data. A sole-source notice and redacted JOFOC will be posted on SAM.gov. The contracting officer is Amanda M. Boshears (Amanda.Boshears@atf.gov), with the contract dated 7/15/2026. Future competition efforts will include marketplace research and evaluation of comparable software alternatives.

3. A description of the supplies and/or services required, including the delivery schedule and/or the period of performance (including all option periods), and the estimated dollar value of the acquisition.

CartWinPro is a Microsoft Windows program licensed to function on an ATF laptop that is on the JutNet. The Office of Enforcement Programs and Services (EPS)/ Firearms and Ammunition Technology (FATD) Division/Advanced Firearms and Interstate Nexus Branch have a requirement to continue support for these 28 copies of CartWinPro and a required for 26 new licenses to provide services to ATF field operations. CartWin Pro is a verified and validated forensic tool by the U.S.

Department of Commerce, National Institute of Standards and Technology (NIST) listed under the Forensic Database Firearms and Tool marks section.

Vendor Address:

Manthei-Mess-Systeme (Foreign vendor) Axel Manthei Albrecht-Nützel-Weg 29 86916 Kaufering Germany

Estimated Value = $

4. Identify statutory authority permitting other than full and open competition.

This acquisition is conducted under the authority of 41 U.S. Code § 3304 – Use of Non-Competitive Procedures and the exceptions listed under RFO 6.103 – Other than full and open competition. (Check the appropriate box for the authority – and bold the statement)

☒ RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

☐ RFO 6.103-2 Unusual and compelling urgency.

☐ RFO 6.103-3 Industrial mobilization; engineering, developmental, or research capability; or expert services.

☐ RFO 6.103-4 International agreement.

☐ RFO 6.103-5 Authorized or required by statute.

☐ RFO 6.103-6 – National Security

☐ RFO 6.103-7 Public Interest

5. Services: A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the referenced authority.

Manthei-Mess-Systeme is the sole provider of CartWinPro licenses and upgrades worldwide, and there are no U.S. based resellers. CartWinPro contains over 30,700 ammunition head stamp entries with supporting images, descriptions, and manufacturer information. CartWinPro uses proprietary search algorithms for the operation of the software. The search results are based on using proprietary methods of operation and are unique to CartWinPro.

CartWinPro is categorized within the sub-discipline of Ammunition, as defined by NIST under the Forensic Database Firearms and Tool marks section. Within the sub-discipline of Ammunition, one other database, Reference Ammunition File (RAF) is verified. The RAF is a searchable Microsoft database used by FBI employees and their Laboratories to help determine what type of ammunition has been submitted in forensic casework. The RAF would not meet the ATF requirement due to its limited functionality, lack of the CartWinPro search algorithm, and limited exhibits. Based on the ATF requirement, and the accompanying NIST verification, the only program that would satisfy the ATF requirement is CartWinPro.

6. A description of efforts made to ensure offers/quotes were solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by RFO 5.1 and, if not, which exception under RFO 5.201(b) applies.

In accordance with RFO 5.1, a sole source notice and redacted JOFOC will be posted on SAM.gov upon approval of this justification. The program office does not anticipate any responses as there is only one vendor who can provide the required software and maintenance. However, any responses received will be sent to the program office and placed in the file.

7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the contracting officer that the anticipated cost to the government will be fair and reasonable.

The anticipated dollar amount is $ for the purchase of 26 new licenses and maintenance of 28 existing licenses. Maintenance is usually paid via a purchase card but is being included on this order with the new purchase. DOJ SCRM only authorizes the use of foreign software for one year. The contracting officer determines that the anticipated price will be fair and reasonable based on comparison to the IGCE and review of historical award information for this same support. By signing the justification, the contracting officer decides that the proposed prices to the government are expected to be fair and reasonable.

8. A description of the market research conducted and the results or the reason market research was not conducted.

Market research was conducted by researching the internet for other software tools of this caliber.

CartWinPro is categorized within the sub-discipline of Ammunition, as defined by NIST under the Forensic Database Firearms and Tool marks section. Within the sub-discipline of Ammunition, one other database, Reference Ammunition File (RAF) is verified. The RAF is a searchable Microsoft database used by FBI employees and their forensic laboratories to help determine what type of ammunition has been submitted in forensic casework. The RAF would not meet the ATF requirement due to its limited functionality, lack of the CartWinPro search algorithm, and limited exhibits. Based on the ATF requirement, and the accompanying NIST verification, the only program that would satisfy the ATF requirement is CartWinPro.

See Section 11 for actions the Bureau will take to remove or overcome any future barriers to competition.

9. Any other facts supporting the use of other than full and open competition.

N/A – See Sections 5 and 8 above regarding the use of other than full and open competition.

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

Manthei-Mess-Systeme (Foreign vendor) Axel Manthei Albrecht-Nützel-Weg 29 86916 Kaufering Germany

In accordance with RFO 5.1, a sole source notice and redacted JOFOC will be posted on SAM.gov upon approval of this justification. The program office does not anticipate any responses as there is only one vendor who can provide the required maintenance and support. However, any responses received will be sent to the program office and placed in the file.

11. A statement of any actions the agency will take to remove or overcome any future barriers to competition.

The Bureau makes every effort to remove or overcome any barriers to competition before any subsequent acquisition of the supplies or services required. AMD will continue to utilize bidding websites as well as other competitive procedures to promote competition to the maximum extent practicable.

The Government will continue to research the marketplace and communicate with other agencies, to determine if similar products and/or services can meet their needs in the future to remedy the restricted competition regarding future requirements of this technical nature. In the future, the Government will document the evaluation and cost comparison of similar software to include requesting demonstrations, pricing, lifecycle costs, transition costs, etc. in future performance periods and consider future competition.

However, if the purchase of future software is for Cartwin Pro, competition will most likely depend on whether Manthei authorizes any potential resellers to provide new licenses, maintenance, and support.
