About this file
This is a Statement of Work (SOW) for software maintenance and enterprise support services for Aspose commercial off-the-shelf (COTS) software used by the United States Patent and Trademark Office (USPTO).
The procurement involves renewal of maintenance and support for existing perpetual Aspose software licenses supporting two mission-critical applications: Patent Center Automated Information System (AIS) and the Office of Enrollment and Discipline Information System (OEDIS). The Base Period requirement covers OEDIS and includes maintenance and support for Aspose.Words for Java (Developer OEM) with one unit, running from August 7, 2026 through November 7, 2027 (14 months). Option Period 1 covers Patent Center requirements and includes three items: Maintenance and Support for Aspose.Words for .NET (Site OEM), Maintenance and Support for Aspose Imaging for .NET (Site OEM), and Aspose Enterprise Support (Site OEM), each with one unit, running concurrently from November 8, 2026 through November 7, 2027 (12 months). The contractor must ensure all software maintenance and enterprise support services remain active, uninterrupted, and accessible to the USPTO throughout the respective performance periods, including access to all software updates, patches, version upgrades, and technical support provided by the publisher. Deliverables consist of maintenance renewal confirmations, updated license files/keys if applicable, and support access instructions delivered electronically to the designated USPTO Contracting Officer's Representative or Technical Point of Contact. The government will accept performance upon successful electronic delivery and verification of active maintenance and support status with the software publisher. The contract includes a Supply Chain Risk Management provision allowing the Department of Commerce to perform audits of supply chain risk processes, with potential contract termination for failure to resolve identified risks.

Aspose SW for OEDIS and Patent Center
1. Background
The United States Patent and Trademark Office (USPTO) utilizes commercial off-the-shelf (COTS) software to support automated document generation, document conversion, and image processing across multiple mission-critical enterprise applications:
• Patent Center: The Patent Center Automated Information System (AIS) is a modern, scalable application supporting the patent processing business under the eCommerce Modernization effort. Patent Center utilizes Aspose.Imaging for .NET and Aspose.Words for .NET to perform document processing and convert non-Scalable Vector Graphics (SVG) to SVG formatted images (including JPEG, TIFF, PNG, EMF, and WMF) for downstream system consumption.
• OEDIS: The Office of Enrollment and Discipline Information System (OEDIS) requires platform-independent, Java-based software libraries (Aspose.Words for Java) to replace legacy mailing systems. This software allows OEDIS to generate, edit, and convert HTML, CSS, and Word documents into PDF formats programmatically.
2. Purpose and Scope
The purpose of this procurement is to acquire software maintenance and enterprise support for existing perpetual Aspose COTS software licenses used by Patent Center and OEDIS. The scope includes the renewal of maintenance and support for Aspose.Words for Java, Aspose.Words for .NET, Aspose Imaging for .NET, and Aspose Enterprise Support.
3. Requirements
The Contractor shall provide software maintenance and enterprise support for the following existing perpetual Aspose software licenses. The requirements are divided into a Base Period for OEDIS and an Option Period for Patent Center.

This includes access to all software updates, patches, version upgrades, and technical support provided by the publisher.
4. Period of Performance
The anticipated Period of Performance consists of a 14-month Base Period (for OEDIS) and a concurrent 12-month Option Period (for Patent Center):

All maintenance renewal confirmations, updated license files/keys (if applicable for version updates), and support access instructions shall be delivered electronically to the designated USPTO Contracting Officer’s Representative (COR) or Technical Point of Contact (TPOC). The Government will accept performance upon successful electronic delivery and verification of active maintenance and support status with the software publisher.
6. Supply Chain Risk Management
The Department of Commerce (DOC) utilizes a Supply Chain Risk Management (SCRM) Program to identify, assess, and monitor supply chain risks of critical vendors. The Contractor agrees that the Government may, at its own discretion, perform audits of supply chain risk processes or events consistent with other terms in the contract regarding access to records and audits. If supply chain risks are identified and corrective action becomes necessary, mutually agreeable corrective actions will be sought based upon specific identified risks. Failure to resolve any identified risk may result in contract termination.
