About this file
This is a delivery information sheet for a Request for Quotation (RFQ) issued by the Federal Bureau of Prisons for FCI Otisville, NY, covering dairy items for the fourth quarter of Fiscal Year 2026. All awarded items must be delivered by July 31, 2026, with dairy products delivered on an as-needed basis twice weekly on Mondays and Wednesdays before 10:00 am. Delivery appointments are mandatory and must be coordinated directly with the Food Service Warehouse, specifically with Keith Travers (kptravers@bop.gov or 845-386-6880) or Caleb Nolan (845-386-6819). The solicitation is set-aside for small business concerns under NAICS code 112120 with a 700-employee size standard.
All deliveries must comply with strict specifications and handling requirements: items must be palletized and accessible with a pallet jack, with no side-loaded freight permitted. Non-frozen perishable foods must arrive between 34–41 degrees Fahrenheit, while frozen products must be delivered at 0 degrees Fahrenheit or below. All items must be within date, comply with BOP National Menu Specifications, and be properly marked for religious diet items (Kosher OU symbol or Halal certification as applicable). Contractors are responsible for obtaining BOP National Menu Specifications prior to quoting. Out-of-date items or those failing inspection will be refused, and conditionally received items found unacceptable must be picked up by the vendor within one week at their expense or will be disposed of by warehouse staff. Failure to meet delivery schedules without excusable delays will negatively impact contractor past performance ratings.
