About this file

This is a Delivery Information Sheet that establishes operational requirements and procedures for vendors awarded contracts to supply food products to FCI Otisville, a Federal Bureau of Prisons facility in New York. The document applies to the FY26 4th quarter solicitation and specifies delivery schedules, procedures, and compliance standards for bread items, dairy products, and other food supplies.

All awarded items must be delivered by July 31, 2026, with bread and dairy items delivered on an as-needed, ordered basis. Vendors must coordinate delivery appointments directly with the Food Service Warehouse (contact: Keith Travers, kptravers@bop.gov, 845-386-6880) prior to arrival, as deliveries without confirmed appointments may be refused. Delivery windows are Monday through Friday, 7:00 am to 2:00 pm for dry goods; frozen products must arrive no later than 1:30 pm; and dairy items must arrive by 10:00 am. All deliveries must be palletized and accessible by pallet jack, with BOP staff prohibited from entering trailers. Compliance requirements include: non-frozen perishables delivered between 34-41°F, frozen foods at 0°F or below, canned goods above 34°F, all items within expiration dates, certified religious diet items bearing appropriate symbols (OU for Kosher, Halal symbol for Halal products), and adherence to BOP National Menu Specifications. The facility reserves the right to conditionally receive items for three days of inspection and testing, with non-conforming products subject to vendor pickup within one week or disposal at vendor expense. Failure to meet delivery schedules or specifications will negatively impact the contractor's past performance record.
