About this file
This document is a Brand Name Mandatory Justification for a sole source procurement of 3DEXPERIENCE software and services by Naval Air Systems Command (NAVAIR). The acquisition covers 3DEXPERIENCE server and client software annual maintenance and professional services, valued at $558,461.45, for a one-year period of performance from September 8, 2026, through September 7, 2027. The software is required to support review and management of Technical Data Packages (TDPs) hosted at the Patuxent River Data Center by the Digital Network and Applications (DNA) Department. User licenses support multiple functions including 3D design, digital mockup review, systems engineering, and design collaboration in support of the PMA-261 Fleet Common Operating Environment (FCOE), Atlantic Test Range, and Acquisition Management System Visualizations.
The justification establishes that the manufacturer is the sole source capable of providing the 3DEXPERIENCE software, as no other vendor offers comparable capabilities. Market research was conducted by subject matter experts who evaluated multiple vendor products, weighing cost, ease of use, and technical capabilities. The government would suffer material injury if this procurement is not completed, as logisticians and program managers across NAVAIR depend on 3DEXPERIENCE for project execution, data analysis, and aircraft readiness forecasting; without it, outdated and time-consuming methods would be required. To foster future competition, NAVAIR plans to conduct continued market research, attend vendor conferences and seminars, and engage with software vendors and resellers. The delivery date of September 8, 2026, was determined based on expiration of current services on September 7, 2026. The contracting officer approved this sole source purchase on August 26, 2026, in accordance with NAVSUPINST 4200.85D.

3DEXPERIENCE
Brand Name Mandatory Justification
1. Identify the required supplies or services by keyword nomenclature and model or stock number, and quantity. Identify the proposed source.
This acquisition is for the procurement of 3DEXPERIENCE server and client software annual maintenance and professional services, previously referred to as Enterprise InNOVation Interactive Application (ENOVIA). 3DEXPERIENCE is a comprehensive suite of engineering and design applications that includes Computer Aided Three Dimensional Interactive Application (CATIA). Licensing fees are required to legally utilize these software tools within the suite. Currently, is the only software company that provides the 3DEXPERIENCE server and client software, therefore this is a sole source procurement.
2. What unique capabilities does the proposed contractor/manufacturer possess which make it the only one capable of satisfying this minimum requirement?
The proposed acquisition is for the purchase of 3DEXPERIENCE client software annual maintenance for interacting with the 3DEXPERIENCE information system hosting technical data at the Patuxent River Data Center. The software provided by this procurement, which was created by , is required to support review and management of Technical Data Packages (TDP) purchased by Naval Air Systems Command (NAVAIR) from an aircraft systems integrator. The TDPs are contract deliverables. The software is hosted by the Digital Network and Applications (DNA) Department, at Patuxent River, MD as part of a suite of software used to host and manage technical and programmatic data. NAVAIR will utilize this software to review information as required by the Engineering Data Management Plan for the contract. User licenses are for multiple functions provided by the information system, including 3D design, digital mockup review, systems engineering, and design collaboration.
The total estimated cost for this procurement is $558,461.45 for 3DEXPERIENCE server, 3DEXPERIENCE client software annual maintenance, and professional service provided by the manufacturer of 3DEXPERIENCE, The period of performance is one year for the 3DEXPERIENCE server, 3DEXPERIENCE client software, and professional services (The Period of Performance (PoP) will be 08 September 2026 through 07 September 2027).
Which of these capabilities are mandatory?
All the capabilities of 3DEXPERIENCE are mandatory in order to support the data driven processes associated with the PMA-261 Fleet Common Operating Environment (FCOE), Atlantic Test Range and Acquisition Management System Visualizations.
3. Was a market search or other informal survey conducted? Describe your search or survey?
Yes. The subject matter expert (SME) conducted market research by reviewing several vendor products and weighed cost to purchase and maintain as well as ease of use and extensive technical capabilities.
4. What material evidence exists that the Government would be injured if the noncompetitive procurement is not made?
Logisticians and program managers across NAVAIR will use 3DEXPERIENCE in the execution of their projects, data analysis, and forecasting of parts and aircraft readiness. Without 3DEXPERIENCE these activities would be unattainable and the Command and the Warfighter would suffer. Delays for resource savings would begin and outdated and time consuming methods would be needed to attempt to accomplish the FCOE goals if 3DEXPERIENCE is not procured.
Provide the date by which the supplies or services must be delivered. How was this date determined?
The 3DEXPERIENCE server and client software annual maintenance must be delivered by 08 September 2026 because the current services expire on 07 September 2026.
5. What steps are being taken to foster competition in subsequent purchases for similar requirements? If none, why not?
DNA department SMEs will continue to conduct market research for the most compatible product that meet the requirements. We will attend conferences and seminars on this product and similar products in order to evaluate and compare products for applicability to these requirements. We will meet with software vendors and resellers to understand the capabilities of their products how the products would fit into the current and planned architectures and the tools ability to meet defined requirements.
Through the use of competitive acquisition procedures, the contracting officer will make a best value determination. NAVAIR will seek additional discounts if the price of the order exceeds the maximum order threshold, in accordance with FAR 8.405-1(d). ln accordance with FAR 15.404- 1(b), the PCO will utilize the following means to ensure fair and reasonable pricing is negotiated:
1. Adequate price competition
2. Comparison with published price list(s)
As indicated above, the Navy intends to compete this purchase among a number of authorized resellers and, as such, does not anticipate any barriers that preclude the Agency from meeting the requirements at FAR 8.405-1 and FAR 8.405-2.
