About this file

This document is a Delivery Information Sheet for a Federal Bureau of Prisons food service contract at FCI Otisville in New York for Fiscal Year 2026, specifically covering Kosher and Halal food items. The solicitation is set aside for small businesses under NAICS code 311991 with a size standard of 700 employees, and seeks subsistence requirements to be delivered within 30 days after receipt of order.

Detailed delivery requirements include strict protocols for food handling, temperature control, and packaging. Deliveries must be scheduled in advance with the Food Service Warehouse, with specific time windows (7:00 am to 2:00 pm for dry goods, no later than 1:30 pm for frozen products). All products must comply with BOP National Menu Specifications, with religious dietary items requiring specific kosher (OU) or halal symbols. Vendors must ensure proper temperature ranges (34-41°F for non-frozen perishables, 0°F for frozen items), and all deliveries will be subject to rigorous inspection. Failure to meet delivery schedules or product specifications can negatively impact the contractor's past performance record.

AWARD DELIVERY INFORMATION – RFQ

Fiscal Year: 2026 Institution: FCI Otisville, NY

DELIVERY SCHEDULE

A complete delivery of all awarded items is expected by the end of January 31, 2025 unless otherwise specified on product specification section. Deliveries will be made Monday thru Friday, from 7:00 am to 2:00 pm for Dry Goods. For frozen products deliveries must be at the Institution no later than 1:30 pm to ensure proper time for unloading, unless otherwise noted in the product specification section.

Deliveries are made BY APPOINTMENT ONLY, a delivery without an appointment COULD be refused. FCI, Otisville Federal Bureau of Prison warehouse areas are closed on all Federal holidays, deliveries will not be accepted on these closures.

Contractor failure to meet delivery schedules without an excusable delay and/or failure to conform to contract specifications will negatively affect the contractor’s history of past performance.
