About this file

This is a Sole Source (Including Brand Name) Justification document for simplified procedures for certain commercial items. The Department of the Air Force, through the 773rd Enterprise Sourcing Squadron at JBSA Lackland, TX, is seeking a new, standalone, firm-fixed-price purchase order for Nationally Registered Paramedic (NRP) Certification Courses as a bridge contract. The estimated contract cost is $525,000.00, and the requirement is structured with two separate priced line items accommodating two distinct student cohorts of up to 25 students each, for a total quantity of up to 50 students within a single period of performance from approximately February 8, 2026, to February 7, 2027. The service is non-personal and must include all-inclusive NRP certification courses with mandatory instruction, course materials, clinical/field internships, and testing opportunities. The course provider must hold accreditation from the Commission on Accreditation of Allied Health Education Programs (CoAEMSP), which is a non-negotiable requirement.

The justification for sole-source award to PIMA Community College District is based on two interrelated factors: an unusual and compelling urgency stemming from an administrative lapse on the predecessor contract that created an unforeseen timeline constraint, and the contractor's unique qualifications including mandatory CoAEMSP accreditation, proven clinical and field internships at high-volume urban Level I Trauma Centers, and demonstrated performance as the long-standing incumbent capable of immediate execution without a ramp-up period. Comprehensive market research conducted for the immediate predecessor contract (IDIQ FA805224D0001) through a sources sought notice on SAM.gov and direct outreach to 50 accredited institutions yielded only two proposals, with only PIMA Community College District found technically acceptable. The contracting officer determined fair and reasonable pricing through comparison with previous prices, PIMA's published commercial catalog prices, and an independent government cost estimate. The funding source is Fiscal Year 2026, 3400 Operations and Maintenance funds, and this single-year requirement includes no option periods. Future competition will be restored through full and open competition for a follow-on contract vehicle, such as a Basic Ordering Agreement (BOA) or Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
