About this file
This is a Class Justification and Approval (CJ&A) document for the award of Basic Ordering Agreements (BOAs) on a limited-source basis by the Naval Surface Warfare Center Indian Head Division (NSWC IHD) under the Naval Sea Systems Command.
The Government seeks to award BOAs to eleven contractors for engineering, technical, administrative, and program management support services related to Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PADs) and associated devices. The scope encompasses the entire lifecycle including planning, design, development, acquisition, fabrication, prototyping, production support, testing, qualification, certification, in-service logistics, technical data, technical writing, and configuration management. Awards will be divided into two task areas: Task 1 (Technology, Development, Product Improvement, Qualification, and Prototyping Support) and Task 2 (Quality Evaluation/Surveillance Program Support). The proposed awardees are Applied Energy Technology Corporation, Chemring Energetic Devices, EaglePicher Technologies LLC, Ensign-Bickford Aerospace & Defense, Innovative Material & Processes, Martin Baker Aircraft LTD, Nammo Defense Systems, Rockwell Collins, Stratus Systems Inc., Systima Technologies Inc., and Task Aerospace. The total estimated value is $19 million for fiscal years 2026-2031, funded through multiple appropriation categories (APA, APN, OMA, OMN, OMAF, PAA, PAAF, PAN/MC, and RDT&E). Requirements will be issued via individual task orders. The justification cites proprietary manufacturing processes, design data, and software simulation capabilities held exclusively by these contractors as the basis for non-competitive awards under 10 U.S.C. 3204(a)(1). A Sources Sought notice was posted January 14-31, 2025, yielding seven responses, none of which were deemed capable given data rights limitations. The CJ&A was approved by Rachel N. Luther, Deputy Chief of the Contracting Office, with authority to act expiring February 28, 2031.

3. Description of the Supplies/Services
This action is for obtaining support services from the listed contractors under table 1 for tasks to meet CAD/PADs requirements for aircrew escape and survival systems of the Navy, Marine Corps, Air Force, Army, and other related Government agencies.
All requirements shall be established in individual task orders under the BOAs. The services shall be provided under any of the two task areas mentioned in section 2 above. Task 1 includes but not limited to design and re-design engineering, development, testing, qualification, product improvement, second source qualification, and production support. An example of a project performed under Task 1 is the design feasibility for propellant replacement of the U-2 Foot Retractor, DODIC JM51, which was procured from Nammo Defense Systems. Task 2 includes but not limited to quality evaluation programs or ordnance assessment evaluation, testing, In-Service engineering support, and maintenance engineering. Various funding types such as APA, APN, OMA, OMN, OMAF, PAA, PAAF, PAN/MC, and RDT&E are anticipated. 4. Statutory Authority Permitting Other Than Full and Open Competition 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
The Government requires comprehensive services to support the Tri-Service requirements for CAD/PAD technologies. These services encompass the entire lifecycle, from design and software simulation to manufacturing and testing. The required capabilities are highly specialized and include, but are not limited to, countermeasure and stores CADs, Fire Extinguisher CADs, Gas Generator CADs, and various other critical CAD/PAD technologies as detailed in the initial requirement.
The previous requirements were procured utilizing Indefinite Delivery Indefinite Quantity sole source contracts with Firm Fixed Priced Task Orders identified under class J&A FY19-MAR11- 80, approved by Mr. Ashley Johnson on 16 May 2019. A total of 13 contracts were awarded.
The contractors listed in Table I are the only sources with the requisite technical capability, expertise, and proprietary data to meet the Government's needs. These contractors have established and proprietary manufacturing processes, design data, and software simulation and testing capabilities for a wide range of CAD/PAD systems. The Government does not possess the technical data or the specialized manufacturing and test equipment necessary to perform these services, and this information is proprietary to the listed contractors. A detailed summarization of each vendors capability is provided below:
Applied Energy Technology Corporation (AETC)
Chemring Energetic Devices (CED)
EaglePicher Technologies, LLC (EPT)
Ensign - Bickford Aerospace & Defense (EBAD)
Innovative Material & Processes (IMP)
Martin Baker Aircraft LTD (MBA)
Nammo Defense Systems (NDS)
Rockwell Collins (Collins)
Stratus Systems, Inc.
Systima Technologies, Inc.
Task Aerospace (TASK)
Therefore, only these contractors can fulfill the Tri-Service requirements without causing unacceptable delays and substantial duplication of cost and would impact schedule in fielding these systems. It is estimated that it will take the Government four years to replicate the services provided by the proposed awardees.
This timeframe is impractical and prohibitive given the urgent and ongoing nature of the Tri-Service CAD/PAD requirements. While it is theoretically possible for the Government to acquire the necessary technical data, develop the manufacturing capabilities, and obtain the intellectual property rights, the time and cost associated with such an endeavor would be substantial and would not meet the Government's critical timelines.
6. Description of Efforts Made to Solicit Offers from as Many Offerrors as Practicable
To further broaden market research and to satisfy the requirements of DFARS PGI 206.302-1(d), a Sources Sought notice was posted on SAM.gov on 14 January 2025 and closed on 31 January 2025. The posting yielded 7 results. Of these seven (7) responses
(2) were from vendors intended for the sole source award, the others were not capable given the data rights limitations.
As required by FAR 5.203, the proposed contract action was publicized on the SAM.gov website on 22 September 2025, to date no responses have been received.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition For the reasons set forth in sections 5, the Government has no plans at this time to compete future contracts for the types of services covered by this document. If another potential source emerges, NSWC IHD will assess whether competition for future requirements is feasible. As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior J&A was provided to the approval authority for review.
Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
