About this file
This document is a Statement of Work (SOW) for the CRNAV Dynamic Stability Joint Industry Government Project and Cooperative Research Ships (CRS) Joint Industry Government Project Studies. The purpose is to provide the U.S. Coast Guard access to data and specialized engineering software used in the sustainment and acquisition of Coast Guard cutters and boats through these industry-government project groups.
The SOW outlines two main tasks: 1) Participation in the CRNAV Dynamic Stability Joint Industry Government Project to secure access to software tools for simulating platform motions in extreme waves, and 2) Participation in the CRS Joint Industry Government Project to gain access to software tools for structural loads, hull pressure calculations, maneuvering, and propeller design. The period of performance is a 12-month base period with three 12-month option periods. Key deliverables include software updates, summary reports, and meeting minutes. The government reserves the right to witness validation procedures and review all deliverables. This work is unclassified. The Contracting Officer's Representative is identified.

1. INTRODUCTION
1.1 The purpose of this acquisition is to provide US Coast Guard access to / use of data and specialized engineering software used in sustainment and acquisition of USCG Cutters and boats. Access is provided through the Cooperative Research Navies (CRNAV) Dynamic Stability Joint Industry Government Project and Cooperative Research Ships (CRS) Joint Industry Government Project groups.
1.2 CRNAV consists of seven (7) participants including foreign navies (Australian, British, Canadian, Dutch, French), MARIN, and the USCG. The CRNAV Dynamic Stability Joint Industry Government Project group provides software codes for nonlinear large amplitude vessel motion predictions leading to development of dynamic stability criteria for naval ships and coast guard cutters. The software products are used to develop stability criteria and operator guidance in heavy weather for both intact and damaged ships.
1.3 The Cooperative Research Ships (CRS) Joint Industry Government Project consists of more than twenty-three (23) participants including the foreign navies, tow tank basins, ship builders, operators, and classification societies (LRS, DNV, GL, ABS, etc.) and the USCG. The CRS Joint Industry Government Project group develops and provides applied naval architecture software that addresses:
· SHIP STRUCTURE / FATIGUE LOADS
· COMPOSITE PROPELLERS
· MANEUVERING OPERATIONS REQUIREMENTS
· PROPELLER EFFICIENCY AND LOADS
· ADDED RESISTANCE IN WAVES
2. REFERENCE MATERIAL
2.1 CRNAV – The tasks of this project require information specific to ship hydrodynamic software codes to include FREDYN, SHIPMO, PANSHIP, SHIPSURV2, PARAMARINE, and related utilities that are already held by CRNAV participants.
2.2 CRS - The tasks of this project require information specific to ship structures hydrodynamic codes to include SEACAL, PROCAL, COGNAC, ManWav, MPP, PRECAL, PRETTI, STRUC, PropArt and ART. This information is already held by CRS participants.
3. SCOPE OF WORK.
The work is to be accomplished through the following tasks.
3.1 Task 1 – CRNAV DYNAMIC STABILITY JOINT INDUSTRY GOVERNMENT PROJECT PARTICIPATION. The objective of this task is to secure access to the data and software tools generated by the working group. The tools that are being developed offer unique capabilities specifically developed and validated for a wide group of naval platforms from the participating nations. The FREDYN software in combination with LORELEI allows the user to accurately simulate the platform motions in extreme waves for a wide range of operational conditions and obtain a statistical reliable estimation of the capsize risk for intact and damaged ship states. Work to be performed under this task includes:
· Maintain and support the FREDYN and supporting software such as LORELEI, FAME and FDBviewer assessment, providing updates regarding development and identified bugs.
· Further develop FREDYN software including verification and validation activities.
A summary report will be delivered at the end of the project documenting progress, along with the design tools mentioned above.
3.2 Task 2 – CRS JOINT INDUSTRY GOVERNMENT PROJECT PARTICIPATION. The objective of this task is to provide access to the data and software tools generated by the working group. This software includes Structural Loads (STRUC), Hull Pressure Calculation (PRECAL) (Seakeeping), Crabbing Near Quays (COGNAC), (Low Speed Maneuvering), Propeller Design and Tool Development (PROPDEV), Off-axis Propeller Loads (PROPLOADS) and Maneuvering in Waves (MANWAV).
4. PERIOD OF PERFORMANCE
4.1 Period of performance shall be one (1) 12-month base period and three (4) 12-month options periods, if exercised.
5. DELIVERABLES AND SCHEDULE
5.1 DELIVERABLES – The Contractor shall include in the letter report deliverables to SFLC-ESD-NAME-NAV ARCH all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, software, conclusions, and recommendations developed as a part of this project. After receiving NAME-NAV ARCH’s comments, the Contractor shall produce the updated deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-NAV ARCH with a documenting cover letter and a copy of the cover letter shall be provided directly to the Contracting Officer. Electronic versions of reports shall be a compatible with Adobe PDF or Microsoft Office file types. Access shall also be provided to the online archives of current and past software projects.
5.2 Modifications to contractor submittals required by the government reviewers, if judged by the contractor to be outside the scope of this Statement of Work shall be discussed at a meeting of the government technical and contracting personnel with contractor representatives.
5.3 SCHEDULE – The following schedule of events shall be followed by both the U.S. Coast Guard and the Contractor in performance of this contract.
