About this file
This is a Justification and Approval (J&A) document authorizing other than full and open competition for a 6-month extension of protective security officer (PSO) services provided by Hana Industries, Inc. at two IRS locations in the Washington DC and Maryland area.
The Department of Homeland Security's Federal Protective Service is extending contract 70RFP218DEC000019 from December 1, 2024 through May 31, 2025 for an estimated value of $6,551,583.22. The extension is needed to allow time to complete the competitive follow-on contract award process and provide a 30-day transition period. The incumbent contractor, Hana Industries Inc. of Honolulu, HI, will continue providing armed PSO services under an IDIQ firm-fixed-price contract funded by FY2025 Operations and Support Funds. The follow-on competitive procurement is currently in the pre-solicitation phase with RFP release expected in January 2025 and award anticipated by April 30, 2025. The J&A cites 41 U.S.C. 3304(a)(1) as the authority for other than full and open competition, noting that only the incumbent can provide uninterrupted security services during the transition period due to the extensive screening, training, licensing and certification requirements for armed PSOs.
