About this file

This document is a Justification for Exception to Fair Opportunity (JEFO) prepared by the Department of Homeland Security's Federal Protective Service Acquisitions Division. The document justifies extending task order 70RFP220FREC00052 with Golden SVCS, LLC for Protective Security Officer (PSO) services at four locations in Washington, D.C., including the Veterans Affairs Headquarters, without considering other Multiple Award Contract (MAC) awardees. The extension will cover a 3-month period from 07/01/2025 to 09/30/2025, with an estimated total value of $2,367,744.13.

The justification is based on FAR 16.505(b)(2)(i)(B), which allows for an exception when only one awardee can provide the required services at the necessary quality level. The extension is intended to ensure uninterrupted security services while the Federal Protective Service finalizes the follow-on competitive task order, which is expected to be awarded by August 1, 2025, with performance starting by October 1, 2025. The document includes a detailed price analysis comparing hourly rates across different contractors, concluding that the rates are fair and reasonable within the current market range for similar services in the National Capital Region.
