Limited-Sources Justification (LSJ)
LSJ No: FY25-00148 Rev. 6.2021 - 2 -continued support requires familiarity with the broader CISA IT environment, including CISANet to ensure a smooth and efficient transition of MCTE within the next fiscal year.
Transitioning to a new vendor at this juncture would result in significant risk to the ongoing CISA IT transition, national-level CI risk assessment activities, unacceptable schedule delays, and increased costs.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The Contracting Officer has determined that issuing the proposed order to ASET Partners Corp. for MCTE support services represents the best value and will result in the lowest overall cost alternative, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules,” specifically in accordance with FAR 8.405-3(c)(2), “Ordering from BPAs.
Multiple-award BPAs.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates, and the Department of Homeland Security (DHS) has further negotiated discounts to the fair and reasonable pricing rates at the Geospatial Technical Support Services (GTSS) 3.0 BPA level. Further discounts to the BPA rates will be requested. Additionally, prior to issuance of the order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the Independent Government Cost Estimate (IGCE).
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research was conducted, and the requirement was found to align with the GTSS 3.0 BPA, a DHS Strategic Sourcing Vehicle (SSV), under the same/similar support as the initial, competitive order cited with ASET Partners Corp., while moving away from hosting, development, and/or enhancements of the current system. ASET Partners Corp. is the only business positioned to continue the support of the MCTE while OCIO assesses its future system support needs.
7. Any other facts supporting the limited-sources justification.
There are currently no Federal staff available to meet this support need.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.
CISA is actively monitoring the commercial marketplace to remove or overcome any barriers for a long-term, competitive effort. The resulting order will be structured in such a way that the current support can be transitioned in a timely, cost-effective manner.

9. The Contracting Officer intends to post this requirement on the System for Award Management (SAM.gov) pursuant to FAR 8.405-6(a)(2)(i).
