About this file

This document is a Justification for an Exception to Fair Opportunity for a brand-name VMware Enterprise software license maintenance support task order. The U.S. Coast Guard Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) intends to award a Firm-Fixed Price task order for VMware software license maintenance renewal using the NASA Solutions for Enterprise-Wide Procurement (SEWP) V contract vehicle. The total estimated procurement value is redacted, with the base year task order estimated to be funded by FY25 funds.

The justification cites that VMware by Broadcom software is proprietary and currently used throughout the USCG Virtual Desktop Infrastructure (VDI) environment, necessitating a brand-name exception under FAR 16.505(a)(4)(i). The contracting strategy involves competing among multiple authorized VMware resellers to ensure price competition and best value. The Government will continue to conduct market research into alternative software and support options for future requirements, while acknowledging that the current VMware software cannot be replaced with another brand in the existing infrastructure.
