About this file

This is an Exception to Fair Opportunity (ETFO) Amendment 1 document issued by the Defense Threat Reduction Agency (DTRA) on May 1, 2026, justifying a sole-source task order award under the Assessment, Exercise, and Modeling & Simulation Support (AEMSS) large business Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The sole-source awardee is Valiant Global Defense Services, Inc., headquartered in Herndon, Virginia. The effort titled "Fiscal Year 2025 Counter Weapons of Mass Destruction (CWMD) Security Cooperation Engagement Program (CSCEP) requirements" will provide continued contractor support for security cooperation activities designed to develop partner nation capacity in CWMD operations under 10 U.S.C Section 333(a)(2). The task order period of performance runs from the date of award through November 30, 2029, and is funded by a combination of FY25 333 funding from the Defense Security Cooperation Agency (DSCA) for Geographic Combatant Commands (GCCs) requirement support and DTRA Operations and Maintenance (O&M) funding for facility costs.

The initial ETFO was approved by the Competition Advocate on March 16, 2026, for an unspecified amount (redacted). ETFO Amendment 1 proposes an increase (amount redacted) for a new projected ceiling (amount redacted). The increase accommodates a new Columbia country notification from DSCA and reflects underestimated operations and maintenance costs across all task order years, including facility costs not previously included for years two and three, and additional PMO support and curriculum development labor costs. Valiant is deemed the sole capable source based on FAR 16.505(b)(2)(i)(B) due to the unique and highly specialized nature of the requirement, its current implementation of FY23 and FY24 CSCEP activities, existing infrastructure including funded warehouse and classroom space through June 30, 2027, established processes, and significant logistical risks associated with contractor transition. A Notice of Intent to issue a sole source award will be published on SAM.gov within 14 days of award, and no synopsis will be published in accordance with FAR 16.505(a)(1). The justification cites programmatic continuity, cost efficiency through economy of scale, and the complexity of ongoing multi-year security cooperation activities spanning multiple geographic combatant commands as supporting rationale for the sole-source approach.

DEFENSE THREAT REDUCTION AGENCY

8725 JOHN J. KINGM AN ROAD, STOP 6201

FORT BELVOIR, VA 22060-6201

01 May 2026

EXCEPTION TO FAIR OPPORTUNITY

Amendment 1

1. Nature and/or Description of Action

The Defense Threat Reduction Agency (DTRA) contracting activity proposes to procure without requesting proposals from the five multiple award contractors under the Assessment, Exercise, and Modeling & Simulation Support (AEMSS) large business Indefinite Delivery/Indefinite Quantity (IDIQ), an effort entitled “Fiscal year (FY) 2025 Counter Weapons of Mass Destruction (CWMD) Security Cooperation Engagement Program (CSCEP) requirements.” Valiant Global Defense Services, Inc. (Valiant), headquartered at 2355 Dulles Corner Blvd Suite 2001, Herndon VA 20171, will be the only contractor solicited to provide the required technical effort.

Additional value is required based on new requirements and adjusted estimates for existing costs.

2. Description of the Supplies/Services Required

DTRA has a critical need for continued contractor support of CSCEP activities in order to meet FY25 Defense Security Cooperation Agency (DSCA) and congressionally mandated requirements. DSCA has designated DTRA as the implementing agent for this effort, with the responsibility to execute and administer security cooperation programs and activities to develop partner nation capacity in CWMD operations as authorized in 10 U.S.C Section 333(a)(2). DTRA will receive FY25 333 funding from DSCA in early 2026 and needs to be able to rapidly execute the mission to maximize the availability of the funding by delivering the mission support identified by congress.

The CSCEP program executes complex, multi-year security cooperation activities which require a responsive contracting mechanism, capable of providing long-term consistency and the flexibility to meet rapid and fluid requests from both the Geographic Combatant Commands (GCCs) and DSCA under multiple security cooperation authorities. The success of these engagements has historically depended heavily on programmatic continuity. Under cross fiscal year authority, which is the primary authority DTRA uses to execute Section 333 funds, performance of severable services is allowed to extend two (2) fiscal years past the year of obligation. The Geographic Combatant Commands (GCC), as the 333-requirement owner, base their requirement planning on cross fiscal year time-phased training and equipping schedules, and submit these timelines to Congress for approval. The proposed task order will be supported by a combination of FY25 333 funding for GCC requirement support and DTRA O&M funding for facility costs.

The proposed task order will have a period of performance starting at the date of award, through

November 30, 2029.

Initial ETFO (for Task Order Award):

Approved by the Competition Advocate on March 16, 2026, in the amount of .

ETFO Amendment 1:

Proposed increase of for a new projected ceiling of

Since the initial approval of this Exception to Fair Opportunity (ETFO), DTRA received an additional Country Notification from DSCA. The addition of Columbia as a 333 funded CSCEP activity led the team to review all costs estimated for the FY25 task order. The Columbia requirement will be added as an option to the task order with an estimated cost of The original task order ETFO ceiling of accounted for supplemental requirement notifications by DSCA. The estimated value of the Columbia notification did not fully absorb the contingency value. Additionally, during the IGCE review it was discovered that O&M funded activities related to core program management office support and general curriculum development, as well as facility costs, were not adequately estimated across all task order years.

The prior IGCE only included estimated facility costs for the first year of the task order, but the costs need to be included for all years to support the 333 funded activities. Base year facility costs were underestimated, utilizing an old cost estimate. The estimate should have utilized the current facility cost with escalation for future use. Furthermore, the O&M labor associated with the logistic and procurement support for 333 funded activities was included, but the PMO support and general curriculum development needed to maintain the curriculum catalog were not included. Using the current and historical costs of executing the O&M funded labor and facility costs, we were able to come to a realistic updated estimate for all projected O&M requirements.

The updated, cumulative estimated O&M costs are .

3. Statutory Authority

FAR 16.505(b)(2)(i)(B), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

4. Applicability of Authority

Valiant Global Defense Services, Inc. is the only awardee capable of supporting the FY25 CSCEP need at the level of quality required, given the unique and highly specialized nature of the requirement.

Valiant is uniquely positioned to support DTRA’s FY25 CSCEP requirements since they are the current implementor for FY23 and FY24 activities and possess all required processes and the infrastructure necessary for executing the various mission requirements. They are the only source available with the ability to provide the full scope of required activities. Onboarding a new performer to provide this support would take time and bringing a new contractor up to speed on the nuances of the program, its unique process, and already ongoing FY23 and FY24 activities would create an excessive burden on both the contractor performing the work and Government team managing the project.

Under task order HDTRA124F0012, Valiant is providing a training facility, warehouse, and classroom space for the CSCEP program through June 30, 2027, which is identical to what is needed to meet FY25 requirements for training, storage, and shipping. The warehouse that Valiant is already providing under HDTRA124F0012 has been funded by DTRA and offers the capacity to support projected FY25 requirements. Duplication of this critical element of the program would increase the risk of items getting misplaced, and unnecessary logistical expense associated with shuttling shared GFP between two spaces. The large amount of equipment already under Valiant’s management will be needed to successfully execute the FY25 mission requirements, thus it makes sense to continue with Valiant in order to minimize the risks of contractor-to-contractor equipment transfer and coordination. Introducing a second performer would result in a significant impact on the mission as DTRA and Partner Nations would potentially have multiple contractors to interact and coordinate logistics with, which would introduce risk to already complex mission sets.

A sole source task order to Valiant Global Defense Services, Inc under AEMSS IDIQ is the most advantageous way of procuring the equipment and services required for FY25 and was approved under the initial ETFO.

5. Fair and Reasonable Costs

The anticipated cost to the Government of the proposed contract action will be determined to be fair and reasonable based on detailed cost analysis, and comparison with historical data for the same or similar efforts, to include the current task order with Valiant. The efforts to be covered under the proposed contract are a continuation of similar services which have been performed successfully under the current task order, HDTRA124F0012, and other orders under IDIQ, HDTRA14D0013. The proposals received for these task orders provide sufficient historical cost data to serve as a sound basis for comparison. Additionally, the contracting team will seek additional sources of comparison to confirm that all attributes of any proposal are fair and reasonable prior to proceeding with an award.

6. Market Research

Prior to exploring this sole source, DTRA GT reviewed alternative solutions to identify other avenues to meet the FY25 requirement. The conclusion was that the DTRA owned AEMSS IDIQ is the best option to fulfill the requirement, under which Valiant is a contract holder.

Market research considered existing DTRA acquisition vehicles, and AEMSS provides the best solution for the requirement given that CSCEP was included in the scope of the contract at the time of award.

7. Other Supporting Facts

Duplication of Costs:

• Valiant is currently supporting FY23 and FY24 CSCEP requirements which are similar in scope to what is required during FY25. This support includes associated PM/Overhead costs that would be partially duplicated if a different performer is selected for the FY25 requirement. If a sole source task order under AEMSS to Valiant is utilized for the FY25 requirements, the increase in potential overhead costs would be minimized due to economy of scale and the ability to use already funded resources. Any other performer would need their own unique logisticians and facility managers, which would be duplicative of the support Valiant is already providing under task order HDTRA124F0012 for the FY23 and FY24 requirements. Furthermore, if the same partner nations are identified in FY25, DTRA would risk also having multiple performers operating under the same program in the same partner nation, which would duplicate the required country analyst support, which could result in or more of duplicated costs.

• While other AEMSS performers could provide similar warehouse and classroom support; they would not be able to do so without duplicating what is already being provided.

Transition Challenges:

• Furthermore, with a long term CSCEP solicitation on the horizon, introducing a new performer would potentially add another transition to what a complex logistical task since a significant amount of GFP will already have to be moved. As the sole prime contractor supporting the CSCEP program since 2014, Valiant is uniquely qualified to provide mission continuity while the long term CSCEP requirement is completed. The staff they already have on task order are fully engaged and up to speed with current CSCEP activities.

Additionally, Valiant is well versed in the Programs of Instruction (POIs) and Instructional material that are used to execute CSCEP missions.

• Additionally, Valiant team members are already well versed at delivering the required Training Support Packages (TSPs) as a portion of the training materials needed for FY25 have already been developed by Valiant. During this transition period, introducing a new performer that is unfamiliar with existing training practices could have an impact on the delivery of required training.

8. Subsequent Actions

Acquisition planning is currently underway for the long-term follow-on to HDTRA114D0013 that is capable of providing multi-year support of the CSCEP requirement.

Additionally, synopsis of this proposed task order will not be published in accordance with FAR 16.505(a)(1). A Notice of Intent to issue a sole source award will be published on SAM.gov within 14 days of award in accordance with 16.505(b)(2)(i)(D).
