About this file

This Statement of Work outlines aerial telemetry services required by the Department of Interior National Park Service for Big Cypress National Preserve (BICY) to track up to 50 radio-tagged wildlife specimens, including Burmese pythons, Florida panthers, and bobcats. The performance period runs from January 1, 2025 to December 31, 2025, with four additional option years possible.

The contractor must provide all telemetry tracking equipment to locate radio transmitters operating between 160-167 MHz and 150-154 MHz frequencies. Flight frequency ranges from one location per animal every 4 weeks to two locations per animal per week, with minimum 48-hour intervals between locations. Deliverables include location data in Microsoft Excel format (containing Animal ID, Frequency, Date, Easting, and Northing in UTM-17/NAD-83 datum) and GPS track logs, which must be emailed within 24 hours of each flight. Location accuracy must be within 200 meters horizontally, with NPS conducting random spot checks for quality assurance. The contractor must monitor UHF 123.050 Victor frequency when flying within the Preserve to communicate with other NPS aircraft.

Statement of Work Department of the Interior National Park Service

Title: Big Cypress National Preserve (BICY) Aerial Telemetry

Project Objective: Obtain locations of up to 50 radio transmitters deployed on wildlife.

CONFIDENTIALITY: The information developed under this task order is the property of the U.S. government and shall be kept in strict confidence.

PERFORMANCE PERIOD: The work for year one of this task order shall be provided from January 1, 2025 to Dec 31, 2025 and may be extended with up to 4 additional option years.

PROJECT IDENTIFICATION: The work of this agreement shall consist of the services described below for the referenced project. In this document, the project shall be referred to as: Big Cypress National Preserve Aerial Telemetry.

I. GENERAL DESCRIPTION OF WORK

BICY monitors the movements of several wildlife species including Burmese python, Florida panther, and bobcat utilizing radio telemetry. The data collected assists in research and management efforts. Radio telemetry is a tool to track the movement and behavior of animals. This technique uses the transmission of radio signals to locate animals via a VHF radio transmitter. The location data identifies the animal's habitat, home range, and provides a means of locating the animal in the field in order to collect reproduction, survival, and foraging data.

II. FUNDING LIMITATIONS

The Government obligation for performance of this task order beyond this phase is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond the amount that has been authorized.

III. SCOPE OF SERVICES-TASKS

In this project BICY intends to contract for telemetry services to provide locations of radio telemetered wildlife. The frequencies for radio transmitters are currently between 160-167 Mhz and 150-154 Mhz. A list of frequencies will be provided to the contractor.

Schedule:

1. Flight frequency will be determined by NPS staff and can range from 1 location per animal every 4 weeks to 2 locations per animal per week with a minimum of 48 hours in between locations.

Requirements:

1. The locations (point data) shall be provided in a Microsoft excel spreadsheet and shall include: Animal ID, Frequency, Date, Easting, and Northing in Universal Transverse Mercator (UTM-17/NAD-83 datum).

2. Provide GPS Track Logs (.gps or .kml format) of aircraft movements in BICY.

3. When conducting flights within the Preserve, monitor UHF 123.050 Victor frequency to communicate with other NPS aircraft flying within the Preserve.

4. Microsoft excel spreadsheet and GPS track logs will be emailed to matthew_mccollister@nps.gov and travis_mangione@nps.gov within 24 hours of conducting flight.

5. All telemetry tracking equipment (receivers etc.) will be provided by the vendor.

IV. QUALITY STANDARDS

All work performed shall comply with applicable laws, regulations, NPS policies and guide lines and as described in this statement of work.

A. Accuracy: The locations for each animal shall be less than 200 m in horizontal accuracy.

B. Quality Assurance: The NPS will randomly conduct spot checks on location accuracy. Failure to maintain required accuracy may result in the termination of the contract for default.
