About this file
This document is a solicitation cover letter and delivery instructions for a food subsistence bid issued by the U.S. Department of Justice Federal Bureau of Prisons for FCC Victorville in fiscal year 2025. The solicitation seeks quotations for food service items for the 4th quarter, with a delivery deadline of July 15th, 2025, and is restricted to small businesses. Potential vendors must be registered in the System for Award Management (SAM), submit electronic quotations to fdejesus@bop.gov, and comply with strict delivery requirements, including temperature specifications for different food types and palletized delivery.
The award will be made using a Best Value determination method, with evaluation factors prioritized as: 1) Past Performance, 2) Ability to deliver items per specification and time requirements, and 3) Cost/Price. Vendors must bid exactly on listed items without modifications, and failure to meet delivery schedules or specifications may result in exclusion from the award, removal from future solicitations, and potential disposal of non-compliant products. Delivery is limited to Monday through Friday, 6:00am to 2:00pm, with no deliveries on federal holidays, and all items will be closely inspected with a potential 3-day conditional receipt period for testing.
