SUBJECT: FY24 SABER Indefinite Delivery, Indefinite Quantity (IDIQ) Recompete Industry Day Questions and Answers

1. The purpose of this memorandum is to document contractor questions and Government responses during FY24 SABER Industry Day on 2 May 2024. The following questions and responses were discussed during the Industry Day Event:

• Question 1: Will the RS means quarterly updates be allowed?

Response: Yes

• Question 1: DFARS 252.204-7020, cybersecurity requirements, National Institute of Standards and Technology (NIST), requires this to flow down to subcontractors, how will that work or be monitored?

Response: The requirements for clause DFARS 252.204-7020 are mandatory and will remain in the Invitation for Bid (IFB) and resulting awards.

• Question; Does each contractor have to bid on every TO?

Response: Yes, all awardees are required to bid on 100% of the Fair Opportunity Proposal Requests.

• Question: What is the rationale for not considering Past Performance and solely looking at the price?

Response: Past performance has not historically added value to our evaluations, performance will be considered through the required Responsibility Determination.

• Question: Can off-ramped contractors compete on the on-ramping of a replacement?

Response: If a contractor is off-ramped they will not be eligible to compete in the on-ramping of a replacement. This language has been added to the IFB.

• Question: How many contractors will be awarded?

Response: There will be up to 3 contractors awarded as a result of this IFB.

• Question: Do you have preferred sub-contractors or a sub-contractor listing?

Response: We do not have preferred contractors or a subcontractor listing.
