About this file
This document is a Justification for an Exception to Fair Opportunity under FAR 16.505(b)(2) for a new contract to provide U.S. Army Ordnance School (USAOS) students with study materials and exams to pursue and secure various National Institute for Metalworking Skills (NIMS) credentials. The total estimated value for FY24 is . The requirement is to offer USAOS students the opportunity to earn NIMS certifications in CNC Milling, Turning, Drill Press Operations, and related skills to be competitive in the job market upon separation from the Army. The justification cites 10 U.S.C. 3406(c)(5) as the authority, as NIMS is the only organization that offers these specific NIMS certifications. The contracting activity is MICC-Fort Gregg-Adams. No previous contracts for these requirements exist, as this is a new requirement. The anticipated cost to the government is deemed fair and reasonable.
