NOTICE OF FUNDING OPPORTUNITY
Establishing a Cacao Research Working Group in Colombia
Application Submission Deadline: May 16, 2024
Summary The U.S. Department of Agriculture, Foreign Agricultural Service, Agricultural Economic Development, announces this funding opportunity to support the Technical Agricultural Assistance Program by issuing a new award(s). This opportunity is available to colleges and universities; research organizations; international organizations; or foreign government entities and is intended to establish a cacao research working group that convenes researchers, facilitates coordination and disseminates research findings in Colombia.
A. Program Description The purpose of the Cacao for Peace (CfP) activity is to provide scientific and regulatory support to the public and private sectors to strengthen the cacao sector in Colombia. In this activity, CfP seeks to support an activity that will strengthen Colombia’s cacao value chain through increased coordination and practical application of existing research, identify innovative research proposals, and establish a process to disseminate research to its end users. These activities support the Cacao for Peace intermediate result: Establish a mechanism for coordinated and scientifically robust cacao research in Colombia.
Framework for Coordinated Cacao Research In contrast to research in other crops in Colombia such as coffee, sugar cane, and palm, cacao research is conducted among several institutions including Agrosavia, Fedecacao (Colombia’s National Federation of Cacao Producers), Alliance -Bioversity CIAT, and multiple universities.
In addition, the private sector conducts its own cacao research without a formal mechanism for sharing findings among public sector cacao research initiatives. This arrangement results in a lack of coordination of research findings, and disjointed application of important research findings to producers. Therefore, Colombia’s cacao industry stands to benefit from the establishment of a cacao research working group that fosters coordination among cacao research taking place in the country and assists with the dissemination of research findings to cacao growers.
The purpose of this Notice of Funding Opportunity is to support an entity to establish and operate a cacao research working group and governing structure that will accomplish the following objectives:
• Strengthens the coordination and prioritization of research activities across institutions engaged in cacao research and development in Colombia,
• Improves the dissemination of research findings and tools to cacao producers to sustainably increase cacao production and trade in Colombia.
The cacao research working group should:
U.S. DEPARTMENT OF AGRICULTURE
Foreign Agricultural Service
• Assess the existing cacao research landscape in Colombia including identifying primary and secondary institutions that conduct cacao research and application, topics of research, users of research, and funders of research;
• Establish a cacao working group comprised of stakeholders across multiple institutions to foster cacao research coordination;
Bring together key stakeholders to discuss cacao research topics through in-person events and digital communication to capitalize on synergies across institutions;
• Develop a process to disseminate research findings to end users so that research reaches cacao producers and other key players in the value chain; and
• Develop a sustainability plan with cacao working group stakeholders to with options and ideas for how the group could continue beyond the end of the federal award.

Incremental Funding These awards will be incrementally funded with a potential cumulative total of $300,000.00 over the two-year-year period of performance. The first year of funding will be $150,000. The detailed budget and narrative should reflect a total budget of $300,000.00 for two-years with a break down for every year, including $150,000.00 for the first year.
All incremental funding will be based on funding availability, satisfactory performance, and other applicable considerations.
Budget Revisions Transfers of funds between direct cost categories in the approved budget when such cumulative transfers among those direct cost categories exceed ten percent of the total budget approved in this Award require written approval from the agency. The total budget amount may not be increased without a bilaterally executed amendment to the award.

All instances of program income shall be listed in the progress and financial reports.
