About this file
This document is a Limited Sources Justification (LSJ) for a federal procurement related to LinkedIn Recruiter and Talent Insight subscriptions. The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) intends to award an order to Carahsoft Technology Corp, the sole authorized reseller of these LinkedIn products, under the GSA Multiple Award Schedule program. The objective is to provide DHS recruiters with access to LinkedIn's sourcing tools to find qualified candidates for law enforcement-related vacancies. The estimated value of the 12-month base period is $385,997.50. DHS conducted market research and determined that no other solutions beyond the LinkedIn products sold by Carahsoft would meet their requirements. DHS intends to post this requirement on SAM.gov. The justification is certified by the Contracting Officer and requires additional approvals based on the total estimated value.

DHS/OPO intends to procure a brand name specification for LinkedIn Recruiter and
Talent Insight subscriptions through the Multiple Award Schedule Program under the authority of 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for
Executive Agencies. Only one source, Carahsoft Technology Corp., is capable of providing the LinkedIn products, because the they are the only authorized reseller of this product. Pursuant to FAR 8.405-6(b)(1), this brand name specification must be used because DHS needs to provide Component recruiters the capability to find potential applicants for law enforcement-related vacancies. In addition to being able to source for candidates, this tool must include data analytics capability that aids in the ability to help engage with the world’s professionals, intelligently match open vacancies to job seekers, and provide real-time insights to help DHS stay ahead of our recruitment business needs.
At a minimum, the tool must be a primary source of candidate information; provide accurate and up-to-date information on potential candidates; identify numerous candidates (500+) with the right skills and experience using keyword search, Boolean search, and advanced filters; provide candidate recommendations tailored to open jobs;
and prvode access to passive and active candidates. The results of the market research clearly indicate that the proprietary software offered by LinkedIn has several unique features and functions not presently available in the marketplace.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed Delivery Order to
Carahsoft Technology Corp for LinkedIn Hiring Solutions product represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. The General Services Administration (GSA) has already negotiated fair and reasonable price. Discounts from the GSA schedule prices will be requested.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
DHS/OCHCO/STRIDE conducted market research on the following products that offer recruiting services: Indeed, ZipRecruiter, Lever, and Monster. The results of the market research indicates other companies’ similar products lack the particular feature(s) required and do not meet, or cannot be modified to meet, the needs of DHS at this time.

While each of these vendors from the marketplace offers 1-2 features required by the government, none of them independently meets all the government’s needs. The government is looking for a solution that will allow full recruitment and outreach capabilities, to include searching for passive candidates based on geo-references and skills. Without the combined capabilities as noted above in our requirements session, DHS would have to procure several different platforms to meet our needs. Procuring multiple platforms, some which have not been used by DHS employees before, would be costly and would lead to inefficiencies in looking for diverse talent.
7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.
NONE.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
Office of The Chief Human Capital Officer conducted Market Research which included a review of the Acquisition history, other recent market research and Government databases. Market research demonstrates that no other solutions beyond the products provided by Linkedin, and sold by Carasoft exclusively, would meet the Government's requirements. At the time that further recruiting solutions requirements for these tasks occur, market research will be expanded to determine whether other solutions may be used in the future.
9. DHS intends to post this requirement on System for Award Management (SAM.gov) pursuant to FAR 8.405-6(a)(2)(i).
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources
Justification, are accurate and complete.
