About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for a one-year sole source contract for teleradiology services. The contract was awarded to VetMed Group LLC under FAR 13.5 Simplified Procedures for Certain Commercial Items. The total estimated price is undisclosed. The contract includes a 6-month option to extend at the same rates. The period of performance is from July 3, 2024, through July 2, 2025.

The justification cites an unusual and compelling urgency, as the VA medical center was experiencing a radiologist staffing shortage and backlog of images that was impacting patient care. VetMed Group LLC was selected due to its capability to provide the required services, including having teleradiology providers already credentialed at other VA sites. Limited market research was conducted, but no sources sought was issued due to the time-sensitive nature of the requirement. The contracting officer determined the pricing to be fair and reasonable based on comparison to a previous contract and the vendor's current price list.
