Frequently Asked Questions (FAQs)

The Small Business Administration (SBA) intends to provide timely additional guidance to address questions concerning the Notice of Funding Opportunity for the Cybersecurity for Small Business Pilot Program. This document may be updated on a regular basis as needed.

1. Question: Under the grant, the term “state” means a state agency designated by the State Governor. If the applicant is a “program” under the “state” definition and is part of a state public university. Would the applicant be able to apply for the grant under those terms?

Answer: For purposes of this Notice of Funding Opportunity, the term “eligible non- Federal entity” means a state agency designated by the State Governor, or equivalent thereof (e.g., Mayor of the District of Columbia), as the sole Applicant and lead entity for conducting the State’s cybersecurity education and/or resolution services. See the designation information in the current NOFO.

• Only those proposals accompanied by the written designation of the State Governor, or his/her designee, may apply for evaluation and funding consideration.

• Should the Governor, or equivalent thereof, assign to a designee the signatory responsibility for the designation letter, the designation letter must include an acknowledgement that the Governor, or his/her equivalent, has authorized the designee to sign the letter on his/her behalf.

• For insular areas, the equivalent of a State Governor is the appropriate signatory.

▪ Example: A program designated by the “State” to conduct the cybersecurity program may be eligible, as long as other requirements are met.

2. Question: Can my non-governmental organization (small business, consultancy, etc.) apply for assistance under this NOFO?

Answer: The term “eligible non-Federal entity” means a State Agency designated by the State Governor, or equivalent thereof (e.g., Mayor of the District of

Columbia), as the sole Applicant and lead entity for conducting the State’s cybersecurity education and/or resolution services.

3. Question: Why are some States ineligible under the Cybersecurity for Small

Business Pilot Program Notice of Funding Opportunity?

Answer: The states of Ohio, Colorado, Hawaii, Indiana, Virginia, and Wyoming were deemed ineligible, as this States, were awarded grants for Cybersecurity for Small Business Pilot Program FY23 under announcement OED-2023-001.

4. Question: What is the funding opportunity number for this program?

Answer: Proposals responding to this Funding Opportunity should reference Announcement Number SB-OEDCS-24-001 and must be posted to Grants.gov under “Cybersecurity for Small Business Pilot” by 11:59 p.m. (EDT), Aug. 2, 2024.

5. Question: Can funds provided under the Cybersecurity for Small Business Pilot

Program may be used to sub-grantees as a pass-through entity to another not for profit?

Answer: No. Any State agency that proposes to serve as a pass-through and permits another organization to manage the day-to-day operation of the project is ineligible for the Cybersecurity for Small Business Pilot Program.

6. Question: Can the project director be a contracted position?

Answer: Yes, the project director may be a contracted position as long as they met all other requirements. SBA may further review the request on a case-by-case basis.

7. Question: Are multiple states/territories allowed to jointly apply for an award?

Answer: Multiple states/territories are allowed to apply jointly if each is eligible under the terms of the Notice of Funding Opportunity (NOFO).

Under such circumstances, the application should identify each eligible entity within the submitted application, including designation by each applicable Governor, the roles and budget applicable to each eligible entity covered by the application, the lead applicant which is submitting the application, and detailed agreement on overall project management including performance reporting.

A state can only submit one application for funding consideration.

8. Question: Who should I contact to be considered a project lead or partner under my state/territory’s application?

9. Question: Please clarify the length of award/period of performance.

Answer: SBA intends to make awards for up-to a period of performance of 24-months from the time of award. SBA’s Notice of Award for successful applicants will identify the period of performance parameters.
