About this file

This document is a project proposal template for the FY24 Cooperative Threat Reduction (CTR) program, a federal grant opportunity from the U.S. Department of State's Bureau of International Security and Nonproliferation.

The template outlines the required content and format for individual CTR project proposals, including a project title, summary, country of impact, nonproliferation objective, scope of work, deliverables, timeline, budget, and sustainability plan. Proposals must be no more than two pages and use a specific naming convention for the unique identifier. The template also notes that CTR approval is required for all participant information prior to any training or financial support. The federal grant opportunity, DFOP0016582, is part of the Global Threat Reduction program (CFDA 19.033) and aims to assess partner country progress towards a self-sustaining, proliferation-resistant security culture.

INDIVIDUAL CTR PROJECT PROPOSAL TEMPLATE

ORGANIZATION NAME

CTR Unique Identifier: Please assign each project a unique identifier based on the following convention: Implementer_Country_Fiscal Year_001 (IMPL_EFF_YR_001). Use the first four or five letters of your organization’s name or acronym for the implementer code. Regional projects should use the following regional codes – South Central Asia (SCA), Middle East/North Africa (NEA), Sub-Saharan Africa (AF), East Asia and Pacific (EAP), Europe/Eurasia (EUR), Western Hemisphere (WHA), Global (GLO). Please include the year of the proposal as well. Please number each proposal you submit, beginning with 001.

Each individual project narrative should be no more than two pages in length (not including the budget). While there are no restrictions upon the number of project proposals that any one implementer may submit, these standalone projects must be consolidated into one over proposal submission per organization.

Project Title: Please provide a one-sentence project title that succinctly describes the project and outcome.

Project Summary: Please provide a brief and specific summary of what you propose to accomplish, no longer than one paragraph or 200 words. This must include a succinct description of the project’s goal, activities, participants, and deliverables.

Country of Impact: If a project will provide assistance to more than one country, please specify the estimated percent of funds that will be provided to each country. Please note that a project is a “global project” or a “regional project” only if a project is not intended to benefit a particular country (i.e. course content that could be used in any country). Please include a description (no more than 100 words) of any relevant past performance your organization as in the proposed country. If your organization does not have any past performance, please include that information as well.

Nonproliferation Objective and the Project’s Role in Meeting this Objective: Please provide a specific explanation of how your proposed activities will meet the nonproliferation objectives outlined in the Notice of Funding Opportunity (NOFO). Nonproliferation goals include, but are not limited to, preventing state and non-state actors from acquiring materials and expertise that can be used to develop weapons of mass destruction.

Optional - Diversity, Equity, Inclusion, & Accessibility (DEIA) Objective and the Project’s Role in Meeting this Objective: Implementers are welcome but not required to submit with their proposal a plan for how the implementer intends to further CTR’s diversity, equity, inclusion, and accessibility (DEIA) objectives as outlined in the Notice of Funding Opportunity (NOFO) through their programming. Submitted plans will be evaluated separate to the overall evaluation of projects to ensure that submissions with DEIA plans will not result in the higher evaluation of any proposal package. Information provided in a DEIA plan may be used to make final funding decisions among similarly evaluated projects.

Scope of Work: Please provide detailed explanation of how the project will specifically meet the objectives outlined in the project NOFO. It should clearly and succinctly outline when, where, how, and with whom the objectives and deliverables will be met. The scope of work can go into as much detail as necessary to capture all aspects of the project.

Deliverables: Please provide specific information regarding what you will implement or develop as a result of this project (i.e. number of webinars, workshops, learning outcomes, trained X number of participants, specific curriculum development, or other materials). This should be a concise bulleted list outlining quantitative and qualitative deliverables.

· Please include a detailed contingency plans for efforts to support the objective of this project through remote and virtual platforms in the event that in-person capacity building events may not be permissible.

· Implementer will also submit participant information to CTR using the CTR participant review spreadsheet. Required participant information includes all of the following information: full name, institution, sex, email address, phone number, nationality, date of birth, and a government issued identification number. CTR must receive required participant information at least 45 days before the implementer convenes any workshops or provides foreign assistance training or financial support of any kind to avoid cancellation or postponement. CTR approval is required prior to engagements and CTR reserves the right to remove participants from the project at any time.

Schedule/Timeline: Please provide a timeline for the completion of the overall project and for each specific task, subtask, and deliverable; this should include a timeline for all major milestones and link with the scope of work and deliverables. Please note that this timeline cannot span no more than one year.

Budget: Please complete the below budget worksheets. Please ensure that there is a clear link and justification between the scope of work and the budget figures. Travel by subject matter experts and participants should be justified as necessary in order to meet the project’s objectives. Please note that your budget similarly should span no more than 12 months.

Sustainability: Please provide a detailed summary of the lasting impact of the proposed activity, including efforts for partner countries to take ownership of the project after completion. The summary should be up to 200 words.
