| To allow contractors to better plan for future contracts, would MCC be able to provide general guidance on the timeline from country selection to entry-into-force and the evaluation of compact programs? | 24-AAF-1839 | Coaching & Facilitation (Recompete) | Could MCC please clarify if they intend to release the Coaching & Facilitation (Recompete) opportunity as full and open? | As indicated on the Forecast, this action will be a directed 8(a) set side. |
| 24-DCO-1755 | Gender and Social Inclusion Due Diligence services - Lesotho | Could we kindly request clarity on the eligibility criteria and grounds for conflict of interest for the following assignments? | Eligibility criteria will be based on the nature of the acquisition strategy ultimately pursued (e.g., if it’s a small business set-aside, only small businesses will be eligible to compete; if it’s solicited under an internal agency BPA, only BPA holders will be able to compete; etc.). With respect to conflict of interest (COI) issues, these are highly fact-based and situation specific. Broadly speaking, a firm cannot evaluate a project they’ve designed. However, specific facts and details would be needed to conduct a thorough assessment of the potential COI issue. MCC generally requests COI mitigation plans to be submitted as part of the vendor’s quotation if/when a COI – or apparent COI – has been identified by the vendor. |
