About this file
This sole source justification document proposes procuring strategy management software from Spider Strategies as the only supplier that offers a solution meeting the requirements. The United States Secret Service seeks a cloud-based system that is fully certified under FedRAMP Moderate and FISMA Moderate. An RFI in January 2023 and notice on the APFS system received no viable responses except for one company that did not have an existing product or required certifications. Market research throughout 2022 and 2023 identified Spider Strategies as the only vendor with a secure, cloud-based solution holding FedRAMP/FISMA moderate certification for the strategy management needs of the Secret Service. The contracting officer determined the anticipated price from Spider Strategies to be fair and reasonable based on market research, comparison to other software solutions and government estimates.

Sole Source Justification (SSJ) Simplified Procedures for Certain Commercial items for procurements pursuant to FAR Subpart 13.5, including Brand Name Template
SSJ No: Page 2 of 3
03.21.2022 v.1.0
Spider Strategies is the only supplier that offers Strategy Management Software that is fully FEDRAMP Moderate and FISMA Moderate certified.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.
The USSS/OSP/ESD released an RFI in January of 2023 that resulted in no viable responses being received. One potential vendor responded that did not have an existing strategy management software solution, nor any system existing with FedRAMP/FISMA moderate certification.
An Acquisition Planning Forecast System (APFS) record was also released for this requirement and has resulted in no inquiries from potential sources within the commercial marketplace. Additionally, the USSS released a Brand Name (Spider Strategies, Inc.) or Equal solicitation through the NASA Solutions for Enterprise-Wide Procurement(SEWP) GWAC (Government-Wide Acquisition Contract).
The Government intends to release a notice to SAM.gov regarding the intention to issue a sole source contract to Spider Strategies in support of the USSS/OSP/ESD Strategey Management Software requirement.
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer determines that the anticipated price will be fair and reasonable based on a0pplication of the following techniques described at FAR 13.106-3(a)(2):
Market Research;
See Section 8. “Description of market research” below.
Comparison of the proposed price with prices found reasonable on previous purchases;
While the Secret Service has never procured a strategy management software solution, four vendors were met with to determine viability and explore various costs associated with software purchase. Only one company has existing cybersecurity requirements, so no additional cost competition could be made. The vendor that met security requirements has a price consistent with industry standard.
Comparison with similar items in a related industry;
The strategy management software is a unique service that only a few vendors have experience in providing to organizations such as the Secret Service. CIO and ESD determined that the proposed cost of the software is consistent with similar software solutions that are currently in use.
Comparison to Independent Government estimate;
An Independent Government Cost Estimate was developed based on ESD market research efforts to include previous strategy management software efforts and discussions with other agencies utilizing similar software.
Any Other reasonable basis.
The Government intends to request pricing information from the vendor for similar and recent efforts they were awarded.
8. Description of market research.
Throughout 2022 and 2023, ESD led an effort to examine all key vendors in the strategy management solution industry. Due to the security requirements of having existing FedRAMP/FISMA moderate certification, we were able to determine only one vendor, Spider Strategies, met the needs of this procurement. Additional research into the FedRAMP marketplace and internet searches provided clarification that there is only one company that will meet the needs of the Secret Service in terms of a secure, cloud-based system.
