PERFORMANCE WORK STATEMENT (PWS)
for
Pump Vault Toilets and Septic Systems at HAVO
JAN 18, 2023
Prepared by National Park Services (NPS) Hawaii Volcanoes National Park (HAVO)
1.0 DESCRIPTION OF SERVICES
1.0.1 BACKGROUND
Hawaii Volcanoes National Park (HAVO) on the island of Hawaii is located 30 miles from Hilo and 96 miles from Kailua-Kona off Highway 11. Visitation to the Park is approximately 1.5 million visitors per year. Septic system routine services will be needed approximately 3-4 times a year for KVC, Jaggar and Thurston Lava Tube depending on use. Other septic systems may need to be pumped 0-2 times per year totaling an estimated 65,000 gallons of sewage. The park expects the requirement to be approximately 2-4 trips during the year for approximately 27,000 gallons of sewage.
1.0.2 OBJECTIVES
The contractor shall provide labor, travel, equipment, tools and material to pump the septic and vault toilets or raw sewage and debris at HAVO per NPS, State and County regulation. The contractor is responsible for ensuring each site is clean and fit for public use prior to departure.
1.1 SCOPE
The contractor shall service sixteen (16) septic systems and Eleven (11) vault toilets located within HAVO. Disposal of waste shall be the responsibility of the contractor and must comply with all State, County and EPA ordinances.
Vault toilets and septic system may be located in congested, highly visited areas, and services must occur during times to minimize impact to visitors, therefore scheduling must be coordinated with the Contracting Officer Representative (COR) to ensure minimum impact to visitors.
1.1.1 TASKS
The Park will notify the contractor when pumping is needed for a specific vault toilet. The contractor shall respond within 72 hours of request. The NPS/government will check and inspect for sludge or scum level in septic tanks and vaults. If pumping is determined to necessary, the park will contact the contractor to pump. Specific locations requiring service and approximate amounts for vault toilet pumping are to be determined depending on use.
1.1.1.1 SEPTIC SYSTEM
Maintain small residue of sludge in tank to provide for seeding for the biodegrading process. contractor shall remove scum layer, floating debris, liquid and sludge from the bottom. contractor shall also clean out effluent filters located at pit outlet (filters are accessible from manhole).
The contractor shall thoroughly clean and disinfect all contaminated areas resulting from the pumping process. Either sweep or wash all waste that is deposited on the concrete surrounding the manhole cover, back into the vault if possible. The area must be cleaned and disinfected per NPS sewage clean up guidelines as follows in Section 1.1.2 of this PWS. Clean thoroughly around the manhole cover area and replace the cover. (The manhole cover must fit with an airtight seal so that the venting process of the vault toilet is not interfered with.)
1.1.1.2 VAULT TOILET
When level is at a depth of two feet, the park will contact the contractor to pump all sewage liquid, semi-liquid, solid waste matter; remove all debris and any other refuse found in vault toilets.
Extra caution shall be taken to prevent waste spillage onto the interior floor and wall surface while removing debris and while pumping. The toilet paper dispenser and toilet riser shall be protected from damage and the toilet paper shall be covered with a waterproof material prior to removing debris or, pumping, in order to prevent the paper from being contaminated.
The contractor shall thoroughly wash, disinfect, and dry the toilet riser, seat and cover before the contractor leaves the work site. Remove the waterproof covering that was protecting the toilet paper and make sure the paper did not get contaminated. If the paper did get contaminated, the contractor shall notify the COR. The door handles or knobs shall also be disinfected and dried before the contractor leaves the job site.
During the final cleanup, the interior floor surface and any wall surface that was contaminated by waste shall be thoroughly disinfected. Each unit shall be available for immediate use after pumping and final cleanup. The contractor shall not leave any toilet location until final cleanup is accomplished.
1.1.2 RAW SEWAGE SPILL NOTIFICATION & CLEAN UP GUIDANCE
1.1.2.1 RAW SEWAGE SPILL NOTIFICATION
a. All raw sewage spills and overflows require a verbal notification within one business day to the Superintendent, Occupational Health and Safety office, and the Public Health Consultant (PHC). The NPS Unit Manager is responsible for notifying State and local authorities.
b. Any raw sewage spills or overflows exceeding 1,000 gallons require a written follow-up report within two working days to the Park Superintendent, PHC, Primacy Agency (usually the State/Local Health Authority) and anyone else the NPS Unit Manager deems necessary.
c. In the event of a fish kill, immediately notify the appropriate divisions within the park as well as the appropriate primacy department/division/agency. Provide updates as needed.
d. When leaving a message please provide your name, return phone number, location of spill/overflow (include cross streets and nearest address), rate of flow, volume, surface water bodies impacted, agencies that have responded if known, cause of spill and the repair and cleanup actions undertaken.
e. If there are known downstream drinking water sources all potentially affected individuals and system operators should be contacted of spills that may affect their water quality. The written report shall include all of the above information and the duration of the incident, size of the affected area, and the agency contacts made during the notification. Also, provide a detailed description of the repair and cleanup actions taken, and a statement on what steps will be taken to minimize/prevent a spill or overflow recurrence.
1.1.2.2 DRY WEATHER CLEANUP & POSTING
a. Post sign(s) warning the public of the release with at least the wording of "raw sewage." Restrict public access to spill affected area. The public should be advised of the potential health risks and warn them not to enter the affected area.
b. Health warnings shall remain posted until PHC and/or Primacy Agency authorizes their removal or sampling results indicate that there is no risk to human health.
c. Contain and divert the flow to the nearest sanitary sewer or collect with a vacuum truck.
d. After the flows have been stopped and repairs made, rake or vacuum up raw sewage solids. The solids should be bagged and disposed of in a landfill. Workers must wear appropriate PPE (disposable gloves, disposable Tyvek suits, rubber boots, face shield or splashguard) and thoroughly wash off after clean-up has been completed.
e. Flush the affected area with clean water and divert runoff into the nearest sewer. If there is potential human contact to the raw sewage, such as a campground, the affected area should be roped-off and quarantined until the park/PHC/Primacy Agency deems it is safe. Treatment of the site may include dusting of granular HTH or the application of a weak anhydrous lime/water mixture. However, the general use of disinfectants is not recommended for all raw sewage spills due to potential toxicity to fish and wildlife. Contact the PHC for more information.
f. Sampling should be conducted upstream and downstream in receiving water per Primacy Agency requirements. If there are no Primacy Agency requirements, samples should be analyzed for fecal coliform.
1.1.2.3 WET WEATHER CLEANUP & POSTING
The same as Dry Weather Cleanup & Posting, flushing with water and sampling may be omitted if storm water flow is high and sampling is impractical.
