U.S. DEPARTMENT OF AGRICULTURE

Foreign Agricultural Service

NOTICE OF FUNDING OPPORTUNITY

Fertilize Right Colombia

Application Submission Deadline: July 17, 2023

Summary The U.S. Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Global Programs (GP), Agricultural Economic Development (AED), announces this funding opportunity to support the Technical Agricultural Assistance Program by issuing a new award.

This opportunity is available to all eligible Colombian registered entities and is intended to help achieve the objectives of the Fertilize Right initiative in Colombia, which are to increase fertilizer efficiency and effectiveness, and explore alternatives to traditional fertilizers.

A. Program Description

Due to global events fertilizer prices have sharply increased in recent years. High fertilizer prices have led to insufficient access to fertilizer in low-income countries and reduced agricultural productivity. Additionally, the over-application or misapplication of nitrogen fertilizer can lead to the volatilization of nitrogen to the atmosphere in the form of greenhouse gas (GHG) nitrous oxide (N2O). In June of 2022, the White House issued the Global Fertilizer Challenge in response to the global fertilizer crisis. In response to the Challenge, and with financial support from the U.S. Department of State USDA developed the Fertilize Right initiative. In Colombia, Fertilize Right will implement training and technical assistance activities to promote the efficient and effective use of fertilizer. The initiative will also explore the use of alternatives to traditional manufactured chemical fertilizers to improve soil health and soil fertility.

Program Goals and Objectives Fertilize Right Colombia’s goal is to address issues caused by the global fertilizer crisis and mitigate the release of (GHG) nitrous oxide (N2O) attributed to nitrogen fertilizer overuse. The initiative has three objectives:

Objective 1: Increase fertilizer-use efficiency Objective 2: Enhance fertilizer effectiveness Objective 3: Develop alternatives to traditional manufactured chemical fertilizers to improve soil health and soil fertility

To achieve these objectives, Fertilize Right Colombia endeavors to establish a technically robust network of relevant international institutions and in-country public and private sector partners.

This partner network will help identify technologies and practices for select crops and agroecosystems that promote the three Fertilize Right Colombia program objectives. The network will promote technically sound activities, build on current related projects, and ensure sustainability by strengthening the capacity of in-country institutions. In addition, Fertilize Right Colombia will work with the partner network to determine how to scale the Fertilize Right program’s reach. Following the establishment of an in-country partner network, the Fertilize Right team will conduct fertilizer use assessments (including a greenhouse gas baseline study), coordinate meetings and workshops, implement training and technical assistance activities, and create and disseminate educational resources (booklets, manuals, a smartphone app, and a webpage). To immediately begin addressing project objectives, Fertilize Right Colombia activities and assessments should be conducted in parallel.

Fertilize Right Colombia will achieve its goals and objectives through a close collaboration between the USDA Fertilize Right Colombia team and an in-country partner. Fertilize Right Colombia supports FAS goal 5.2 Promote the international adoption of climate-smart agricultural practices and policies through capacity building and technical exchanges based on domestic actions and resources, and 5.3 Advance USDA climate leadership by building coalitions and by promoting international initiatives through bilateral and multilateral relationships.

Performance goals, indicators, targets, and baseline data

Fertilize Right Colombia will measure the impact of its activities through the following indicators.

Indicator Baseline Description Fertilize Right

Colombia Target EG.3.2-1 0 Number of individuals who have received USG-supported short-term agricultural sector productivity or food security training

EG.13-2 0 Number of institutions with improved capacity to address sustainable landscapes issues as supported by USG assistance

EG.13.6

TBD Greenhouse gas (GHG) emissions, estimated in metric tons of CO2 equivalent, reduced, sequestered, or avoided through sustainable landscapes activities supported by USG assistance

To be determined by country assessments

(baseline studies) and follow-on assessments.

CI.1

0 Number of partner networks established nationally or regionally to promote sustained fertilizer-use good agricultural practices (GAP)

CI.2 0 Number of technologies or practices developed, shared or supported that increase fertilizer-use efficiency, enhance fertilizer effectiveness, and develop alternatives to traditional fertilizers for building soil health and soil fertility

Other Information Fertilize Right Colombia’s training and technical assistance activities are based on the 4Rs of nutrient management, a concept embraced by representatives of the fertilizer industry as well as USDA. The 4Rs entail the use of fertilizer from the Right source applied at the Right rate at the Right time and in the Right place. USDA seeks to achieve the initiative’s objectives using the

4Rs in the Colombian context. The implementing partner will be expected to achieve the indicator targets listed in the table above in consultation with USDA’s Natural Resources Conservation Service and other partners.
