Supports OFTP Department of Homeland Security (DHS)

Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO)

Requirement: Conductive Energy Weapon (CEW)

Statement of Work dated 5/30/2023

1. Program Objectives:

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) is responsible for the enforcement of US immigration laws. The ERO mission includes the apprehension and removal of immigration law violators which requires officers to use non-lethal means of subduing a hostile, non-cooperating individual.

Currently, ICE/ERO utilizes two different platforms of CEWs in the field utilized by law enforcement personnel: (1) one model CEW that has the ability to release a single cartridge and (2) another model CEW that has the ability to release dual cartridges at the same time to subdue potential assailants. However, due to an increase of life-or-death situations all across the USA that law enforcement agents are facing in the field, ICE/ERO is now requiring a CEW with a standoff distance longer than 25 feet in order to provide officers more time to de-escalate a situation and properly deploy CEW probes.

2. CEW minimum requirements:

Each Conductive Energy Weapons (CEW) must include the minimum specs below:

• Ability to produce voltage between 840-1440 volts

• Possess a pulse duration between 44-125 microseconds

• Possess a pulse rate of 20-45 pulses per second

• Ability to operate in a temperature range of -4 to 122 F

• Ability to utilize a multi-probe shot system

• Shall be water resistant to IEC specifications

• Shall have a housing made of high impact polymer

• Shall have an onboard high efficiency flashlight

• Shall have a central Information Display

• Shall have on board self-diagnostics

• Shall be no longer than 9.0” and no wider than 2.0”

• Total weight no more than 1.2 LB with the battery

• Utilize management software that is FEDRAMP authorized

• Utilize a grip length with battery pack not to exceed 4.5”

• Possess ambidextrous safety lever

• Use cartridges that shoot probes between minimum of 0.0’ and maximum of

45’ (45 Feet or 13.7 meters)

• Ability to offer an audible and visual warning without having to fire the probes

• Utilize multiple cartridges

• Utilize dual aim point lasers

• Utilize cross connect technology

3. Necessary Life Cycle Support Program Requirements:

In addition to the requirement listed above, the program office requires the CEW to include a comprehensive “equipment support program” that reduces the wear and tear of the CEW and cuts down on overall device lifecycle costs. At a minimum, the support program must include the following:

• Comprehensive equipment warranty coverage for a minimum of 5 years.

• Planned CEW modernization program that upgrades current arsenal to the most technology advanced CEW weapon, upon certification and when readily available.

• An unlimited Cartridge program to help reduce the cost risk associated with cartridge use and storage over the life of a program and designed to provide all the cartridges needed (shipped on an “as need basis”).

• Supply of training cartridges to support qualification sent annually.

• Unlimited live cartridges.

• Access to online-training content.

• Hook and Loop Training (HALT) Suit.

• Master Instructor training vouchers.

• Hosted Master Instructor Course held annually at Ft. Moore, GA.

• Enhanced weapons training available.

• Weapons inventory management system.
