1 INTRODUCTION

1.1 Scope. This statement of work (SOW) defines the contractor’s efforts required to conduct non-destructive and destructive/functional testing of eighteen (18) government-furnished Tomahawk

Block IV Engine Start Cartridges (Williams part number (P/N) 65029).

1.2 Order of Precedence. In the event of inconsistency among requirements, the following descending order of precedence shall apply:

a. The Delivery Order including Statement of Work

b. Item Specifications

1.3 Background. FY22 will be the third Service Life Assessment Program (SLAP) testing of the

Tomahawk Block IV F415 Engine Start Cartridge. Testing shall be conducted with the process, procedures, and equipment consistent with those used in Acceptance Test Procedure (ATP) for

Start Cartridge P/N 65029 and Start Cartridge P/N 57815, Prepared for: Williams International, ATP 8319003, Rev. R. The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Code E14 manages the engine program and will furnish the fleet-returned units.

The main objectives of the Engine Start Cartridge SLAP program include but are not limited to:

Monitor any changes in the physical condition and ballistic performance of the engine start cartridge after exposure to the deployment environment;

Evaluate the effects of any changes discovered on the safety, successful missile performance, and future service life of the unit; and

Evaluate the feasibility of extending the service life of the engine start cartridge.

1.4 Item Description. The Tomahawk Block IV F415-WR-400 Turbofan Engine Start Cartridge (P/N

65029) is used to start the Tomahawk Block IV F415-WR-400 Turbofan Engine after the rocket motor burnout at the start of the mission cruise phase. The engine start cartridge assembly consists of a stainless steel case (17-4PH), enclosing a dual bridgewire initiator mounted on the forward end of the case that is fired to start the propellant burning. The high-pressure hot gas is ejected through the discharge port on the aft end of the case. Tubing on the turbofan engine conducts the gas to a nozzle that impinges the gas against the turbine rotor blades, spinning the engine up to starting speed. The engine start cartridge was originally developed for the Tri-Service Standoff Attack

Missile (TSSAM) in the late 1980’s and is used on the German “Taurus” cruise missile. Figure 1 is a picture of an engine start cartridge.

2 APPLICABLE DOCUMENTS

3 REQUIREMENTS

3.1 Pre-Test

3.1.1 Receiving. The contractor shall receive and uncrate eighteen (18) Tomahawk Block IV Engine

Start Cartridges shipped from NSWC IHD.

3.1.2 Inspection. Visually inspect the start cartridges after they are uncrated. Units shall be visually inspected for defects in workmanship, service-related damage, and conformance to applicable drawings and the General Dynamics ATP Start Cartridge P/N 65029. Note any anomalies on the pre-test inspection sheet.

3.1.3 Photos. Provide photographic coverage (still and video) of any anomalies as requested by NSWC

IHD Code E14MR.

3.2 Destructive/Functional Tests

3.2.1 All eighteen (18) units should be static fired using Addendum 1 of ATP-8319003, Rev. R. Six

(6) units shall be fired at -51 °F, six (6) units fired at 122 °F, and six (6) units fired at 15 °F. Table

1 is a test matrix of serial numbers, lot numbers, and the test temperature.

3.3 Test Dates

3.3.1 Functional testing shall be completed no later than 120 days after receipt of government furnished material.

3.4 On-Site Visit and Coordination

3.4.1 General Dynamics shall notify the NSWC IHD at least twelve (12) days prior to ballistic testing, so representatives can make travel arrangements to witness functional testing. During the on-site visit, NSWC IHD technical representative(s) shall observe test setup for all non-destructive testing.

3.5 Disposal of Test Sample

3.5.1 Any unit(s) that does not meet performance specification requirements shall be shipped back to

NSWC IHD. All other units can be properly disposed of by the vendor after all Contract Data

Requirements Lists (CDRLs) have been accepted by NSWC IHD.

4 DELIVERABLES

4.1 Management Reviews. The contractor shall conduct Program Management/Technical Reviews.

These reviews shall include an initial Technical Interchange Meeting (TIM) and Test Readiness

Review (TRR), and a qualification Test Report Review. Meeting frequency and location are specified as listed below:

1 TIM/TRR (at Contractor and can be held in conjunction with functional testing)

1 Test Report Review (at Contractor or audio or video conference with NSWC IHD concurrence)

4.2 Technical Report-Study/Services (CDRL A001)

Quick look Submission – In accordance with CDRL A001 (Technical Report–Study/Services) and as requested by NSWC IHD Code E14MR, a copy of functional test data (including any non-conformance information for any unit(s) that does not meet the requirements set forth in ATP-

8319003, Rev. R), results, and test equipment list (including calibration information) shall be provided within five (5) working days after the completion of the functional testing.

Final Submission – In accordance with CDRL A001 (Technical Report–Study/Services), an electronic report including all performance criteria in Section 9 of ATP-8319003, Rev. R, photographs, and video in a file format compatible with Microsoft Word and Excel shall be provided to NSWC IHD Code E14MR within fifteen (15) working days of completion of functional testing. Reporting should include as a minimum, all data specified in Attachment 1 of

ATP-8319003, Rev. R.
