SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
(NA-AJ1500-22-00079)
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office
(AGO), (NOAALINK) and (Service Delivery Division)
2. Description of supplies or services required to meet agency needs (including the estimated value). Renew the annual software license for NOAA campus Chromebox for Meetings licenses – 80 licenses for the entire campus.
• Identification of the single source or the brand name to be solicited.
This acquisition is being conducted under the authority of the Federal Supply Schedule Program (see 8.401) and FAR 8.405-6(a). This is a Limited Source Brand Name Class Justification
3. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
(Although one or more of the below options may apply, select the most specific authority and complete the associated narrative justification. Delete choices not selected.)
□ Other - Only one source is capable - The Chromebox for Meetings hardware and software is the only internet based video teleconferencing solution that integrates seamlessly with the Google Apps Suite. The Google Apps Suite is the current standard for messaging set by the NOAA Unified Messaging Group. Any other solution would require additional software and authentication sources to be configured which would require additional costs and resources. There are currently 80 existing Chromebox for Meeting devices on the NOAA campus. Purchase for another would require NOAA to configure another administrative portal to manage these devices. NOAA policy does not allow line offices to set up their own administrative portals so each line office would not be able to leveraging the existing UMS Google Apps services with these devices. This would prevent the devices from being used on the NWS and NOAA OCIO network and would render them as non-functional.
4. Market Research.
Market research showed that the Chromebox for Meetings solution was the most affordable internet based video teleconferencing option available. The solution is available from multiple vendors.
5. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
