SOURCES SOUGHT/NOTICE OF INTENT TO AWARD SOLE SOURCE

The Air Force District of Washington (AFDW), Enterprise Contracting Office (PKH) intends to award a sole source contract to CQ Roll Call for an Online Subscription service in support the Directorate of Policy Integration (AF/REI).

Introduction:

This communication is market outreach to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required services.

AFDW/PK is seeking information for potential sources for an Online Subscription Service for the purpose of helping agencies track congressional legislation and budgets in support the Directorate of Policy Integration (AF/REI).

Contract Number: FA701420P0019 Contract Type: Firm-Fixed Price Incumbent Business: Quorum Analytics, Inc.

Incumbent Business Size: Small Business Method of previous acquisition: Full and open Competition

Brief description of the previous program/effort:

The purpose of the previous effort was to provide technical, analytical, operational, programmatic, and planning subject matter expertise support for AF/A10-S, and its component branches, as well as the Integrated Air and Missile Defense (IAMD) Branch (AF/A3OY) missions. All work performed in support of this TO shall support AF national security strategic plans and policies, concepts, and initiatives. The contractor support provided to AF/A10-S, its component branches, and other divisions within the Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration (AF/A10) covers International Treaties and Agreements, Arms Control, FCP, CWMD, Nuclear Stockpile management, Nuclear Enterprise Group management, Nuclear Deterrence research, and Strategic Policy topic areas. The contractor support provided to AF/A3OY covers IAMD topic areas.

Anticipated Time Frame of New Requirement:

This requirement will be for a base year and four one-year option periods. The new requirement period of performance will begin in September 2022.

Required Capabilities:

Require contractor speak to the following capabilities for the subscription:

· Must be able to provide access to Online Congressional Periodicals to permit broader access to the library’s electronic content. Product requirements item must meet to be considered:

· The product must allow library customers to search across the library's subscribed electronic resources (databases, eBook and eJournal collections, conference proceedings, standards, etc.) from a single, unitary search interface.

· The search interface must include the ability to perform keyword and other specialized topical queries for effective searches.

· The product must allow direct linking to full-text article PDF or HTML files via links in the customer's search results and the ability to download HTML or PDF versions of documents.

· The service shall preferably allow individual account creation for saved searches and alerts.

· The product must allow IP authentication to linked articles, chapters, etc. via the EZproxy service from OCLC (institutional multi-user, single campus subscription).

· The service will provide librarian-accessible usage data documenting patron searches and downloads.

Sources Sought:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 519130 – Internet Publishing and Broadcasting and Web Search Portals, with the corresponding size standard of 1,000 employees.

To assist AFDW/PK in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

Responses should include:

1) Business name and address

2) Name of company representative and their business title

3) Type of Business (Large/Small etc.)

4) Cage Code

5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.)

Vendors who wish to respond to this should send responses via email NLT 17 August at 3:00 PM Eastern Daylight Time (EDT) to Blakeley Powell (blakeley.powell.1.ctr@us.af.mil) and Shataya Butler (shataya.butler@us.af.mil). Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this requirement description.

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
