Sole Source Justification under $250K
PMD Number: FY22-31765
Department: L44
Company Name/Brand: Vicor
Our activity builds MK 683 Interface Test Sets (ITS) for the US Navy. These ITSs are powered by internal Mini MegaPAC power supply units (PSU) whose parts are manufactured exclusively by Vicor. The following Vicor parts must be procured to assemble the required PSUs:
1. QTY 52 slide-in ModuPAC P/N: M5V_20ART
2. QTY 52 slide-in ModuPAC P/N: M12V_4A2AV2
3. QTY 26 slide-in ModuPAC P/N: M28V_7A1ATV3
4. QTY 14 empty Mini MegaPAC power supply chassis P/N: MM0-1000
ModuPACs (items 1-3) are slide-in power output modules having specific voltage and current ratings. These ModuPACs are inserted into empty slots in the Mini MegaPAC power supply chassis P/N: MM0-1000 (item 4) to assemble a Mini MegaPAC PSU meeting the specifications in the MK 683 ITS technical drawing package (TDP).

Direct Replacement:
We are required to follow the TDP specifications and requirements explicitly. The MK 683 ITS TDP specifies that a Vicor Mini MegaPAC PSU (composed of the subject parts) shall be used in an ITS assembly. The TDP specifies, by exact Vicor part numbers, the PSU parts to procure. No other optional PSU parts are specified. The exact parts are available from Vicor. Therefore we must use Vicor parts.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
Vicor is the exclusive manufacturer of the subject Mini MegaPAC PSU parts that are specifically called out by Vicor part number in the MK 683 TDP. Although Vicor used to sell these parts directly and through authorized third party distributors, Vicor Product Change Notice #VE200701 states these parts have reached end of life (EOL) and orders via third party distributors are no longer possible. Therefore, we can only procure our required parts from the Original Equipment Manufacturer (OEM), Vicor.
If L44 had to procure the PSU parts from another source, it would have to modify the existing MK 683 ITS engineering design to incorporate an entirely new PSU since the Mini MegaPAC PSU can only be obtained from Vicor. Various PSU manufactures would need to be researched for a compatible and available PSU. If one was found, the existing ITS electrical and mechanical design would need to be re-engineered to accommodate this new PSU. Further, some of these new PSUs would need to be procured and tested in the new design to validate the design meets the functional requirements of a MK 683. Once validated, the TDP drawings would need to be updated, and a new procurement started to buy the new PSUs. This effort would delay deliveries of the ITSs to the US Navy by 1-2 years and cost an estimated $500K to $1M to accomplish.
This substantial duplication of cost is not expected to be recovered through competition.
Market Research Conducted:
In the past, authorized Vicor distributors (Future Electronics, Infinity Sales, Digi-Key, Mouser, and Arrow) were contacted for market pricing research. However, Notice #VE200701 states orders for these parts have reached end of life (EOL) and must be placed with Vicor. This date has elapsed and these parts are no longer available for purchase through any distributor. Consequently no other vendors were researched regarding this particular purchase request. Sources sought posted from 5/19 5/30/22 with no vendor responses received.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
