About this file
This justification and approval document seeks a sole source award for a multi-sensor shipboard leveling system and CIWS fixture from Warren-Knight Instrument Company. The Naval Sea Systems Command Surface Warfare Center Port Hueneme Division requires a leveling system with interchangeable high-resolution inclination sensors measuring over 2 degrees, power and data cables, and continuous digital output filtration for shipboard combat system alignment. The procurement also includes a CIWS fixture with dimensions fitting the gun barrel for train and elevation measurements, including a boresight camera, software, illuminator, and 20mm mandrel. Market research found no other offers could meet the technical and dimensional requirements. The total sole source award value is $475,275 to Warren-Knight for the proprietary leveling system and fixture.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
Naval Sea Systems Command, Surface Warfare Center Port Hueneme Division (NSWC PHD).
2. Description of the Action Being Approved
NSWC PHD intends to award a single firm-fixed price contract on the basis of other than full and open competition as a Sole Source requirement for a multi-sensor shipboard leveling system manufactured by Warren- Knight Instrument Company. This procurement will include Close-In Weapons System (CIWS) fixture for Train and Elevation data acquisition which is part of a Combat System Alignment (CSA) aboard surface combatants.
3. Description of Supplies/Services
This procurement is for a multi-sensor shipboard leveling system that includes multiple, interchangeable, high-resolution inclination measuring sensors with 2 degrees or more of measuring range; power/data cables and reels; and digital, continuous output with data filtration system single and differential channels for sensor readings.
Additionally, this procurement is for a CIWS Fixture that plays a vital role for data acquisition when collecting train and elevation measurements during a CSA of the CIWS on USN surface combatants. This system includes a boresight camera, camera software, illuminating crosswire, and a 20mm mandrel.
The certifying technical and requirements personnel have verified the Government’s minimum needs.

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Rationale Justifying Use of Cited Statutory Authority
The particular source is essential to the Government’s requirements. Similar products from other companies lack the particular features required and do not meet, or cannot be modified to meet, the agency’s needs.
Warren-Knight Instrument Company (“Warren-Knight”) is the only company that can meet our requirements for the Leveling System. The specific requirements for this Leveling System is to have multiple digital inclination sensors with two (2) degrees of greater range with high accuracy, precision, and data resolution. All inclination sensors must be interchangeable with a robust power and data delivery system with ingress protection. Data must be delivered to a single data output source for simultaneous differential readings using software that is pre-approved in DADMS, WylerDynam.
The sensors and system must also be quickly calibrated by users in the field or more in-depth by manufacturer or Navy calibration labs using simple procedures. Further, the Leveling System must allow for multiple means of data acquisition with the addition of a handheld digital meter.
Most importantly, we require a system with a dedicated and reliable manufacturer. Moreover, we have done hands-on testing with the system and can confirm it met all our requirements. All other systems that have been tested have failed to meet our requirements.
Furthermore, Warren-Knight Instrument Company is the only company that sells the dimensions for the CIWS fixture to fit within the barrel of the CIWS allowing for accurate measurements without causing damage. The dimensions of the CIWS boresight camera fixture must be 0.787" (20MM) x 27.95". Warren-Knight is the only company that sells commercial boresight camera fixtures meeting these measurements (for 20MM gun) to perform train and elevation measurements on the CIWS (Close-In Weapon System). Warren- Knight is also the only company that sells illuminators for this boresight camera fixture. Illuminators are required because it illuminates the cross hairs on the scope.
Crosshairs on the scope need to be visible in order to accomplish collimation with a theodolite.
No other vendor is authorized by Warren Knight Instrument Company, a division of Warren Industries, Inc., to sell the Leveling System or CIWS boresight camera fixture that aid in improving the efficiency of the process of collecting data from the combat system(s) in question.
In both cases, the CIWS fixture and leveling system, several years of research, developing, engineering, testing, and evaluation has been completed to select the current product as the solution to meet all of our requirements. There are no other products available that can meet our needs.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Sources Sought were posted on Beta.Sam for the parts during the period of 19 May 2022 through 3 June 2022. No companies responded saying they were interested in this requirement.
7. Determination of Fair and Reasonable Costs
The Contracting Officer shall determine that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
