Brand Name/Sole Source Justification under $250K
PMD Number: FY22-30062
Department: A57
Company Name/Brand: Cirris Inc.
Description of Product, Supplies or Services required to meet the agency’s needs:
NSWC PHD Air Dominance Department (Code A57) requires the Cirris systems for use in the Combined Missile Test Set (CMTS) MK680. The Cirris testers C4250-1500, Expansion Scanners C4250-E15 and adapter cables H2KM-64 are part of the CMTS MK680. The CMTS is used to test encanistered Standard Missile, empty Vertical Launching System (VLS) canisters, and canister code plug.
Material’s key features:
C4250-1500 tester:
o 128 points o 2 Wire low voltage test requirements: 4 V max voltage, 3 μA to 6 mA current and resistance: 0.1 Ω to 100 kΩ ±1% ± 0.1 Ω, 100 kΩ to 5 MΩ ± 10% o 4 Wire low voltage test requirements: voltage: 4 V max, Current: 1 mA to 1 A, resistance: 0.001 Ω to 10 Ω ± 2% ± 0.001 Ω o High Voltage Insulation Resistance Test requirements: 100 to 1500 VDC ± 5%, 50 to 100 VDC ± 5V voltage and 5 MΩ to 1000 MΩ ± 10% resistance.
Expansion scanner C4250-E15 is capable of supporting High Potential (HiPot) test at up to 1500VDC Adapter cable H2KM-64 with two FEMALE 96-pos VME connectors can supports HiPot up to 2000 VDC.
Identification of Justification Rational:
☒ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
The Original Equipment Manufacturer (OEM) for the Cirris system is Cirris Inc. The Cirris system has been tested and integrated into the CMTS.
The Government conducted a trade study in which the program office and Technical Design Agent (TDA), determined that the use of the Cirris system in CMTS is the only technically viable option that met requirements to support the VLS platform. This was based on the Cirris compatibility with existing software (Easy-Wire software), as well as backwards compatibility with other VLS applications. The Cirris system is currently part of the Technical Data Package
(TDP).
Cirris Inc. formally states to be the sole manufacturer and sales organization in the United States for Cirris branded products and services which include all Cirris testers and Easy-wire software.
Furthermore, there are no Cirris authorized third party suppliers of the required products.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
The Cirris system is currently part of the Technical Data Package (TDP) and had been tested and integrated in the CMTS. The Cirris tester is a high voltage harness tester. It has the power to test thousands of points. With the chassis and scanner’s capabilities, the tester system could perform low voltage, high voltage, passive component and dielectric withstand tests using test scripts in Easy-wire software application. The Easy-wire software has its own syntax which cannot be migrated into other software platforms without redesigning the entire source code. Therefore, since all continuity and isolations tests are developed using Easy-wire software and, since Easy-wire software is only compatible with Cirris, only the Cirris system can meet requirements. Also, as previously stated, the Cirris system is only available through the original manufacturer Cirris Inc.
If an alternate source was used, not only would the Easy-wire software source code have to be redesigned, but also additional resources would be required as all applicable documentations will need to be updated through Engineering Change Process (ECP) to introduce the new alternate part into the system. Specifically, utilizing another source to meet our requirements will cause a substantial duplication of cost to the Government that is not expected to be recovered through competition. The Navy would incur a non-recurring cost approximately of $2,000,000.00 in order to identify and qualify alternate sources with the capability to produce the required equipment. The $2,000,000.00 estimate derives from the Baseline VII Tech Refresh efforts from 2011-2016 which included taking steps to ensure that any new sources are capable of producing a product that meets the established performance requirements. This includes the costs for the Government to conduct First Article Tests, Confidence and Functional testing for form, fit and function. These processes will add significant delays, cost overruns onto production phase.
Therefore, utilizing a source other than Cirris would compromise the continuity and integrity of the CMTS.
Market Research Conducted:
The Government conducted market research from Dec - Feb 2022 through mandatory sources;
GSA, One Touch, Trusted Parts, Part Target and Cirris and identified one vendor who sells the Cirris system, the Original Equipment Manufacturer (OEM).
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
