Brand Name/Sole Source Justification under $250K
PMD Number: FY22-29941
Department: A-Dept.
Company Name/Brand: CI Systems, Inc.
Description of Product, Supplies or Services required to meet the agency’s needs:
Gun Camera System; 5” Video Boresight/Gun Alignment Camera; MFR Part NR: A071951000-SP.
System is also referred to as Advanced Weapon Boresight System (AWBS). It provides alignment between the 5"gun fire control systems radar and the 5" Mk 45 gun mount.
The AWBS is an electro optical boresight system for accurately aligning guns and sights. The AWBS utilizes a video camera to allow a single user to align a weapon to a sight from the safety of the gunner's post. The video may be transferred and viewed on a monitor using hardwired cable.
The AWBS provides an easy to use, accurate, fast and reliable tool for boresighting, yielding a high first round hit probability. The ease of use of the AWBS minimizes the time required to perform boresighting and maximizes the convenience and the frequency of the procedure. Its rigid design retains the accuracy of the AWBS over a wide range of environmental conditions. The camera fits into a gun barrel and is used for optical alignment verifications onboard ship.
The initial camera system purchased under contract N63394-11-P-0379 went through a series of tests, and improvements were recommended. A follow-on purchase was most recently made under contract N63394-16-C-0019, Identification of Justification Rational:
X The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
The CI Systems AWBS has been used for optical alignment verifications with specific combat systems onboard ships. Additional AWBS is required to meet requirements for increased gun system alignment verifications. In order to maintain configuration management, the newly procured AWBS must be compatible with the original and already installed AWBS to ensure interchangeability, integration, and interface maintenance. The CI Systems AWBS is the only brand of system that is compatible with the original and already installed AWBS and with specific Navy Combat Systems and auxiliary equipment used to complete alignment checks. Other brands of systems are not compatible with the Navy combat systems since they are used for other applications (e.g. aircraft) and therefore do not meet the required size, dimensions, and interface capability with current hardware.
Furthermore, no brand, other than CI Systems, of AWBS has been verified and validated to fit with

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
As stated, only CI Systems branded AWBS has been verified and validated to fit with current hardware. Furthermore, CI Systems AWBS is the only system that can meet specific size, dimensions, interface capability, and Navy shipboard combat systems compatibility. If we were unable to use CI Systems’ branded AWBS, the Navy would have to spend a substantial amount of time to reverse engineer CI Systems’ AWBS and/or research and develop an in-house camera system compatible with current Combat Systems. This would result in a significant and unreasonable delay that would negatively impact the fleet’s ability to complete alignment checks.
Market Research Conducted:
Market research was performed by first looking at what companies sell this boresight camera fixture.
Textron Systems, Ezo Corporation, Applied Infrared Sensing, and CI Systems were all researched;
however, only CI Systems sold the MK 45 5 inch gun for the boresight camera fixture that was compatible with Navy shipboard combat systems. All other companies’ systems were only compatible with other applications (e.g. aircraft) and therefore did not meet the required size, dimensions, and interface capability required.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
