Brand Name/Sole Source Justification under $250K

PMD Number: FY22-29477

Department: A57

Company Name/Brand: Pacific Power Source Inc.

Description of Product, Supplies or Services required to meet the agency’s needs:

Pacific power supply 320ASX-UPC3 will be used in the Power & Control Module Automatic Testing Equipment (PCMATE) to support MK 57 Vertical Launching System (VLS).

The Pacific power supply offers the low acoustic noise, ease of installation, and maximum power density found in all of Pacific's high frequency, pulse width modulated AC Power Sources.

The 320-ASX power supply is equipped with a micro-controller with the ability to operate as a fully integrated test system. It supplies a variety of power conditions and transients to the device under test while metering and analyzing all output performance parameters. The power supply is an excellent source of stable AC Voltage over the frequency range of 15 to 1,200 Hz.

The output frequency is quartz-crystal stabilized. With the ability to provide single, two, and three-phase outputs, the 320ASX power supply is capable of converting three-phase line voltage into precisely controlled split (two phase) or single-phase output power. Three controller models are available for both manual and programmable control. All controllers provide manual operation from the front panel. Programmable Controllers might be operated from the front panel or from a remote interface via RS 232 or GPIB.

Pacific 320-ASX power supply key features:

Rated power: 2000VA Input voltage: 100-240V; single phase, 47-63Hz Output voltage: 0-150V; 1, 2 or 3 Phase; 15-1200Hz Controller: RS-232

Identification of Justification Rational:

☒ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.

☐ A patent, copyright, proprietary data, or licensing agreement limits competition.

☐ These are “direct replacement(s)” parts/components for existing equipment.

☐ Urgency.

Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.

**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.

The Original Equipment Manufacturer (OEM) for the Pacific power supply is Pacific Power

Source. The Pacific power supply is the only brand that can meet our requirements since it has been integrated into the Power & Control Module Automatic Testing Equipment (PCMATE) and it is listed on the Technical Data Package (TDP). The use of any other brand of power supply part would not be able to meet our requirements without first undergoing vigorous testing in order to integrate it into the system.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.

As previously stated, Pacific power supply is the only brand that can meet our requirements since it is the only brand that has been integrated into the PCMATE and it is listed on the TDP.

An attempt to identify and qualify an alternate brand of parts for the manufacturing of VLS equipment that will meet the requirements would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Specifically, the Navy would incur a non-recurring cost of approximately $2,000,000 and a delay of approximately 1 year in order to identify and qualify alternate sources with the capability to produce the required equipment. The $2,000,000 and 1 year estimates derive from the Baseline VII Tech Refresh efforts from 2011-2016 which included taking steps to ensure that any new sources are capable of producing a product that meets the established performance requirements. This includes the costs and time for the Government to conduct First Article Tests, Confidence and Functional testing for form, fit and function. Additionally, the software program would have to be modified, and Shock and Vibration testing would need to be performed. If an alternate part is determined to be qualified, then additional resources would be required as all applicable documentations will need to be updated through Engineering Change Process (ECP) to introduce the new alternate part. If there was a delay of 1 year, the state of the MK 57 Vertical Launching System (VLS) would be degraded since the Pacific power supply is required to have a functional Automatic Testing Equipment (ATE) to test the VLS.

Market Research Conducted:

The Government had reached out and found various vendors who will sell the Pacific power supply. The mandatory source market research was conducted through OneTouch, GSA Advantage with no availability. The Pacific Power Source company is a GSA Advantage contractor.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
