Statement of Work (SOW)

1.0 Objective: Testers and Evaluators (T&E’ers) must understand, speak the language of, and properly integrate with the needs and processes of their major customers, the program managers and systems engineers. This training course shall present a basic overview of key program management processes such as leadership, planning, monitoring, control, work breakdown structure, scheduling, budgeting, contracting, and earned value management; and key systems engineering processes such as requirements analysis, functional analysis, partitioning, design, risk management, trade studies, and concurrent and specialty engineering. These areas shall be presented with a perspective that will help ensure that testers and evaluators become better informed and more effective members of any development team. The purpose of this training course is to provide knowledge and tools that empower the workforce to maintain Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) as the T&E center of excellence.

Without this training course, Test and Evaluation employees would lack the fundamental concepts of Test and Evaluation, Systems Engineering, and Program Management.

Instructional Techniques: The government would like both requested training events occurring during the Base Year to be conducted virtually, and the flexibility for the training events in the Option Years to be conducted either virtually or on-site/in-person. Instructors are required to lecture using hands-on labs with the goal of increasing attendee participation and knowledge. For live, online training, virtual labs will be administered/managed by the vendor. Web-teleconference and virtual labs must be accessible by web browser. Software cannot be downloaded or installed on government assets. NOTE: Naval Surface

Warfare Center (NSWC) Port Hueneme Division (PHD) (NSWC PHD) uses Microsoft Teams as a communication and collaboration platform; however, government laptops do not have web cameras.

Pre-tests and Post-tests: Pre-tests and Post-tests consisting of questions that support the course content are required for each course. Pre and post tests should be used to test an attendee’s knowledge prior to completion with the goal of showing increased knowledge after completion of the Post-test. Pre and Post Tests shall be sent to NSWC PHD via email to: steven.k.cosgrove.civ@us.navy.mil.

Record of Daily Attendance: Instructors shall keep a record of student attendance during each course to ensure proper attendance can be recorded at the time of training completion. Attendance shall be kept for each day to ensure attendees are present. Upon completion of the training, instructor signed attendance record(s) shall be sent to NSWC PHD via email to: steven.k.cosgrove.civ@us.navy.mil to issue credit for attendance.

Completion Certificates: Each student shall be administered a Completion Certification consisting of the attendees name, name of training course completed, training length in days and hours, and the date the training was completed. Upon completion of the training, certificates shall be sent for distribution to NSWC PHD via email to: steven.k.cosgrove.civ@us.navy.mil.

Certification Exam Vouchers: Not required.
