JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Surface Warfare Center Port Hueneme Division (NSWC

PHD).

2. Description of the Action Being Approved

NSWC PHD intends to award a firm-fixed price single year contract on the basis of other than full and open competition as a Brand Name requirement for eleven Schroff

Inc. branded Versa Module Eurocard (VME) Rack, Backplane and

Panel Assemblies required to support System Launcher

Controller (SLC) and Integrated Radar Processor (IRP) production. System assemblies are critical components of the NATO Seasparrow Surface Missile System (NSSMS) onboard naval ships.

3. Description of Supplies/Services

NSWC PHD requires the following parts and part numbers in support of the SLC and IRP production on the NSSMS onboard naval ships:

4. Statutory Authority Permitting Other Than Full and Open

Competition

10 U.S.C. 2304(c)(1) as implemented by the Federal

Acquisition Regulation (FAR) 6.302-1, Only One Responsible

Source and No Other Supplies or Services Will Satisfy Agency

Requirements.

5. Rationale Justifying Use of Cited Statutory Authority

The Schroff Inc. VME Rack, Backplanes and Panel Assembly components are required to support the assembly of System

Launcher Controllers (SLC) and Integrated Radar Processor

(IRP) assemblies onboard LHA 9, and on the Surface Warfare

Engineering Facility (SWEF) at NSWC PHD.

The Schroff Inc. branded components are the only VME Rack, Backplane and Panel Assembly components designed, controlled and specifically listed in the onboard Allowance Parts Lists

(APL), Technical Manuals, supported by Naval Education and

Training curriculum, and the Naval Repair Facility rotational pool system. These Schroff Inc. components are compatible in all aspects (form, fit, function) with existing systems presently installed. For instance, the

Schroff Inc. VME Rack (line item no. 1), with length 20.00”, width 17.25”, and height 27.97”, fit on the enclosures of MK

30 IRPs and MK 34 SLCs. The Schroff VME Rack has 21 slots that are populated with circuit card assemblies, interface cards, and filler panels when the MK 30 IRPs and MK 34 SLCs are fully assembled. Schroff Filler Panels (line item no. 2, 4 to 8, and 10 to 12) are installed in unused slots of the

Schroff VME Rack Assembly. The Schroff Bracket (line item

no. 3) is used to secure a cable assembly connector in the

MK 30 IRPs and MK 34 SLCs.

No other brand of VME Rack, Backplane and Panel Assemblies has been tested and qualified to be used in the NSSMS.

Therefore, the testing and qualification of another brand of

VME Rack, Backplane and Panel Assemblies would result in an unreasonable delay since other brands of the internal components would be required manufacture form, fit and function components and undergo first article testing. Based on previous testing and qualification efforts, environmental, shock, vibration and humidity testing, and qualification of the Schroff Inc. brand of VME Rack

Assemblies for the Launcher, System/Launcher Controller

(SLC) and Integrated Radar Processor (IRP), testing and qualifying another brand will require an estimated 1,800 labor hours to collaborate across multiple organizations with no guarantee of qualification.

This amount of delay to qualify another brand of VME Rack, Backplane and Panel Assembly is unreasonable as it would adversely impact scheduled SLC and IRP installations on US

Navy ships and land based test facilities, resulting in degraded warfighting capabilities.

6. Description of Efforts Made to Solicit Offers from as Many

Offerors as Practicable

After exhausting all Navy Supply resources consisting of historical purchase data provided by Raytheon BOAs, Naval

Supply System, and Tobyhanna Army Depot manufacturing a quote was obtained from Schroff Inc. Source sought was posted 02 Jun – 13 Jun 2022, with no responses received.

7. Determination of Fair and Reasonable Costs

The Contracting Officer shall determine that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

NSWC PHD will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
