JUSTIFICATION AND APPROVAL

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Port Hueneme Division, (NSWC PHD).

2. Description of the Action Being Approved

NSWC PHD intends to award a new Brand Name Firm-Fixed-Price contract on the basis of other than full and open competition for Adlink Single Board Computer (SBC) part number CM2-BT2-E3825 NV in support of Air Dominance Department (Code A107). This hardware will be used on the Module Electronics Box (MEB) Circuit Card Assembly (CCA) which is installed in the MEB, installed

3. Description of Supplies/Services

NSWC PHD Air Dominance Department (Code A107) requires the Adlink SBC for use in the .

The Adlink SBC is a component on the

MEB CCA which will be installed in the MEB unit, to be installed in the LSEQ.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

The total estimated value of the requirement is and is composed of the following funding sources reflected in Table 1 below:

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304 (c) (1) as implemented by paragraph 6.302-1(a)(2) of the Federal Acquisition Regulation (FAR); from only one source or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

5. Rationale Justifying Use Of Cited Statutory Authority

MK 41 VLS has tested and integrated Adlink SBC for use in the MEB CCA. Specifically, the Government conducted a trade study in which the design agent, program office, and Technical Design Agent (TDA), determined that the use of the Adlink SBC CM2-BT2 in our application is the only technically viable option that met requirements to support the VLS platform. This was based on the Adlink SBC’s compatibility with existing software (VXworks), as well as backwards compatibility with other VLS applications (use of the PC-104+ architecture), and the technical features of the SBC (i.e. Adlink SBC possesses the minimum processor/RAM requirements to support the required application). A sample of technical requirements included:

- CPU minimum 1GHZ

- RAM – Minimum 513MB

- Memory – Minimum 32MB

- PCI/ISA bus – PC-104+ Specification

- Reliability Requirements – 46,3000 hours

- 2 RS232 Channels.

There are also other spacial considerations (fits with the constraints of our assembly) and environmental constraints (0- 70C operating temp) along with other temperature constraints (heat dissipation must be passive, not active). Since then, significant Non-Recurring Engineering (NRE) effort has been put into the software development and the environmental qualification of the new SBC in the required application.

An attempt to identify and qualify alternate parts for the manufacturing of VLS equipment that will meet the requirements will cause a substantial duplication of cost to the Government that is not expected to be recovered through competition.

Specifically, the Navy would incur a non-recurring cost of in order to identify and qualify alternate sources with the capability to produce the required equipment. The estimate derives from the Baseline VII Tech Refresh efforts from 2011-2016 which included taking steps to ensure that any new sources are capable of producing a product that meets the established performance requirements. This includes the costs for the Government to conduct First Article Tests, Confidence and Functional testing for form, fit and function. Additionally, the software program would have to be modified, and Shock and Vibration testing would need to be performed. If an alternate part is determined to be qualified, then additional resources would be required as all applicable documentations will need to be updated through Engineering Change Process (ECP) to introduce the new alternate part.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Sources Sought was posted on Beta.SAM from 04 November through 14 November 2020. Two vendors responded; OEM (Adlink) and a second vendor who is an authorized reseller.

7. Determination Of Fair And Reasonable Price

The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by this J&A is fair and reasonable.

8. Actions To Remove Barriers To Future Competition

For the reasons set forth in Paragraph 5, NSWC PHD has no plans at this time to compete future contracts for the types of supplies covered by this document. If any potential sources emerge, the Government will assess whether competition for future requirements is feasible.
