Notice of Funding Opportunity Summary

This is a Notice of Funding Opportunity (NOFO) for the National Domestic Preparedness Consortium (NDPC) program, issued by the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Resilience, National Preparedness Directorate (NPD), and National Training and Education Division (NTED). The program provides funding to the five pre-designated NDPC members—The National Center for Biomedical Research and Training at Louisiana State University, The National Energetic Materials Research and Testing Center at New Mexico Institute of Mining and Technology, The National Emergency Response and Recovery Training Center at Texas A&M University, The Security and Emergency Response Training Center at Transportation Technology Center Incorporated, and The National Disaster Preparedness Training Center at University of Hawaii—to develop and deliver high-quality, evidence-based training addressing national preparedness gaps in areas such as counterterrorism, disaster response, hazardous materials, crisis leadership, cybersecurity, pandemic preparedness, and emerging threats. The total expected funding is $74,784,506.00 distributed across 5 awards, with an application deadline of July 31, 2026, at 12:00 p.m. Eastern Time. Awards are anticipated on September 1, 2026, with a performance period from September 1, 2026, through August 31, 2028.

The program emphasizes developing training solutions addressing identified national preparedness gaps, ensuring at least 5% of programming reaches rural county emergency responders, supporting large special events and National Special Security Events including the 2028 Summer Olympics, and strengthening community resilience through innovative delivery modalities. Recipients must track performance using Kirkpatrick Level 1-3 evaluation methods, maintain at least 75% learner satisfaction, achieve average learning gains of at least 26 points, and ensure at least 60% of trainees apply training within 12 months. Management and administration costs are capped at 5% of the award. Applications require submission of project narratives, detailed budgets with budget narratives, active indirect cost rate agreements, SF-424 application forms, standard assurances, and lobbying certifications through the FEMA GO system. Recipients must comply with DHS Standard Terms and Conditions, federal procurement standards, environmental planning and historic preservation requirements, and comprehensive financial and programmatic reporting obligations including quarterly Federal Financial Reports and semi-annual performance reports.
