About this file
This is a Single Source Justification (Simplified Acquisition) document for the Air Force's procurement of compressor skids for the Max Air Compressor system. The contracting activity is AFLCMC/HNCK under the Technical Applications Program (TAP), with Purchase Request/Local ID Number F3KTK76021AW01. The requirement is for 10 compressor skids (Part Number MA90-SPEC-AF-FRAME) to be procured from Duchesne Inc. (also referred to as Duchesne/Max Air), the sole identified source for this component.
The justification for single-source procurement is based on five key factors: (1) the compressor skids are custom-designed components jointly developed by the WC-135 SPO, L3, C-17 SPO, CCSD, L3 Greenville, and Max-Air to meet unique government specifications, with the Air Force lacking proprietary technical data for reproduction; (2) exclusive manufacturing and sale by Duchesne/Max Air with no other entity utilizing this design; (3) stringent and completed airworthiness certification meeting Military Standards MIL-STD-882E, AFI 62-601, DoD 5030.61, RTCA/DO-160G, and Military Handbook MIL-HDBK-516C; (4) official Configuration Control Board approval as the only design specifically fulfilling mission requirements; and (5) prohibitive costs and schedule duplication, with market research confirming no comparable alternative exists without exceeding $100,000 in additional aerospace certification expenses. The contracting officer Rebecca Natal determined on March 11, 2026, that circumstances reasonably warrant single-source procurement under FAR 13.106-1(b)(1).
