Project 442-22-001 FY2022 Replace ATS and Breakers Statement of Work
Project 442-22-001 FY2022 Replace ATS and Breakers Statement of Work
1. Background The Cheyenne Veterans Affairs Health Care System (CVAHCS) requires emergency power to ensure operability during loss of commercial power. Key components of the emergency power supply system (EPSS) are several automatic transfer switches (ATS). The electrical system components, including ATS and large circuit breakers, are tested every three years. The recent testing identified ATS and breakers that need to be replaced.
2. Project Objective Replace three (3) automatic transfer switches (ATS) and sixteen (16) circuit breakers with modern equivalent equipment. Work shall be done safely, in accordance with National Electrical Code and NFPA Standards. End result will be a safe, fully functioning emergency power system and safe, properly adjusted, new circuit breakers. Work shall be planned and scheduled to minimize impact on the CVAHCS.
3. Scope of Work Contractor shall provide all labor, material, equipment, and services necessary for the following tasks:
3.1. Replace three (3) automatic transfer switches. The most recent testing reports for these ATS are included as Attachment 1. Replace each with the modern equivalent of equal capacity. The existing enclosures can be reused if compatible with the new equipment. All equipment, tools, and incidental parts must be on site before beginning work.
3.2. Replace sixteen (16) circuit breakers. The most recent testing reports for fifteen (15) breakers are included as Attachment 2. An additional circuit breaker serving the MRI was identified as faulty when unexpected tripping was observed during generator testing. Replace each with the modern equivalent, adjusted to the parameters of the existing breaker. All equipment, tools, and incidental parts must be on site before beginning work.
3.3. Contractor shall be responsible for timely and accurate determination of work to be performed. Contractor shall perform all necessary investigations to verify work can be performed as specified.
3.4. Contractor shall request any clarifications from the contracting officer (CO) and contracting officer’s representative (COR) prior to bidding on the project.
3.5. Contractor shall provide material submittals to COR for approval prior to installation.
3.6. Contactor shall provide any selective demolition required to install the new equipment. Circuit breakers that can be rebuilt will be turned over to the COR. All other items removed will be disposed of by the contractor.
3.7. Contractor shall provide all programming and startup as recommended by the equipment manufacturer.
3.8. All work should be scheduled to minimize interruptions to the facility. COR will support work after duty hours during the week or on weekends if requested. Contractor must schedule outages two-weeks in advance to allow for proper coordination with affected departments.
3.9. This SOW is assumed to be accurate, but the Contractor must verify location of work, access to worksite, equipment information, existing conditions, etc.
4. Place of Performance Cheyenne VA Health Care System 2360 East Pershing Blvd Cheyenne, Wyoming 82001
5. Travel The Contractor shall not charge travel costs to the Government.
6. Hours of Work
6.1. Contractor is expected to conform to agency normal operation hours of Monday through Friday from 7:00 am to 4:30 pm (local time) excluding federal holidays, unless otherwise noted. Work outside of normal hours will require request to and approval by the COR. Contractor must provide a minimum of 48 hours advance notice to COR for work outside of normal hours. Due to the nature of this work and the required power outages, work outside of normal hours will be liberally approved where it reduces impact to hospital operations
6.2. The CVAHCS observes eleven (11) Federal holidays per year. When a holiday falls on a Saturday it is observed the day before on Friday. When a holiday falls on a Sunday, it is observed the day after on Monday. Any work on these days must be requested in advance and approved by the COR.
7. Schedule The work shall be completed no later than sixty (60) days from Notice to Proceed (NTP). This can be extended depending upon the lead time for replacement equipment. No later than five (5) days after NTP is issued, the contractor shall provide a schedule to the CO and COR. This schedule will identify proposed sequence of work, with work grouped to minimize electrical outages.
8. Security Requirements The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive 1 (HSPD-12), Office of Management and Budget (OMB) Guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUP) 201.
9. Escort and Police Check-In All Contractor personnel working on site at the CVAHCS shall check in and out with VA Police dispatch located in the main hospital building. Access to work areas and performance monitoring will be provided by VA contracting officer’s representative (COR). In all cases, the COR and Supervisory Facilities Manager shall be notified of any changes which may affect the response time of vital equipment.
10. Contract Administration Data The Contractor is authorized to receive progress payments for this work. Invoices for payment shall be submitted in arrears after the work is performed. Invoices listing incorrect information will be disapproved and returned to the Contractor for correction. The following information must be included on invoices:
Contractor’s name, address, and phone number
Purchase Order (PO) number provided by VA
Contract number provided by VA
Date(s) of service covered by the invoice
Contract Line Item Number (CLIN) and description of service performed
Contracting activities covered by the invoice
Total invoice amount
11. Infection Control Work will take place in mechanical spaces so infection control barriers at the work site are presumed unnecessary. Due to the COVID-19 Pandemic, all contractors must check in with hospital staff at designated entry points. No one will be allowed on site if they have symptoms of COVID-19. All personnel in the hospital (including contractors) must wear a facemask. These COVID-19 precautions are in affect as of the date of this SOW (04/29/2021) and may be changed depending upon the situation.
