Performance Work Statement (PWS)

Title: Fire Family Plus O&M

1.0 Performance Period: September 21, 2020 – September 20, 2025 – Base year plus four option years.

2.0 Background: The USDA Forest Service’s, Fire & Aviation Management has partnered with researchers at the Missoula Fire Sciences Laboratory for the past 20 years to develop and support science applications of fundamental research. This partnership has resulted in several small, nationally supported applications that support various fire management activities. For each of these applications, the Missoula Fire Sciences Laboratory has a Service Level Agreement (SLA’s) for technical support of the applications including the requirement to provide operations and maintenance (O&M) support. One of these applications is Fire Family Plus, an IRDB approved desktop application. It summarizes and analyzes historical daily fire danger indices that are required for best practices when using the National Fire Danger Rating System. In conjunction with fire occurrence data, it is used to determine critical levels of fire danger for fire management activities. It is also the primary source for producing Fire Danger PocketCards for Firefighter Safety required by the Forest Service in the 2001 Thirty-mile Accident Prevention Action Plan. The Missoula Fire Sciences Laboratory requires programming support to continue maintaining Fire Family Plus in its O&M lifecycle phase and reflect model updates being implemented in the US National Fire Danger Rating System (NFDRS2016). Fire Family Plus is a C++ Visual Studio application that uses an MS Access® SQL database to store weather and fire occurrence data. Because of the steady state nature of the Fire Family Plus, it is estimated that no more than 2-3 days per month of programming efforts will be required over the period of performance.

3.0 Tasks:

1. Produce a monthly report detailing activities initiated and completed, status of each activity and hours utilized in the task categories, as broken out below.

2. Use FS-supplied existing Fire Family Plus source code and help system files to generate a demonstration installation package.

3. Enter change requests from the Forest Service into a change tracking system and maintain the status of change requests.

4. Consult with the Forest Service to establish magnitude of effort and priorities for change requests and assign them to be implemented as part of an emergency fix or scheduled release.

5. Once a change request is approved, make the changes and test the application.

6. Generate an installation package as required, maximum of 2 per year.

• Familiarity with wildland fire terminology, models and modelling systems and used at the FiSL (Flam Map, Fire Family Plus, Behave Plus, fuel moisture models).

Contract Incentives/Disincentives Disincentives:

1. If performance does not meet the required performance standards, more frequent reporting is required, as directed by the COR, without the Contractor billing additional hourly costs to the Government.

2. Rework required for unsatisfactory performance or deliverables (including typos, coding errors, etc.) shall be done at no expense to the Government.

4.0 Deliverables

Deliverable Due Date Monthly Status Report (Task 1) Within five business days of the last day of the preceding month

Candidate installation package. (Task 2) One month After Task Order Award (ATOA)

A maximum of two full releases (maintenance or emergency) for Fire Family Plus. Tasks 3-6.

12 Months ATOA

The COR/designee will have fifteen (15) workdays to review draft deliverables and make comments. The Contractor will have five (5) workdays to make corrections. Upon receipt of the final deliverables, the COR/designee will have five (5) workdays for final review prior to acceptance or providing documented reasons for non-acceptance. Should the Government fail to complete the review within the review period the deliverable will become acceptable by default.

The COR/designee will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR/designee of the specific reasons for rejection. The Contractor shall have five (5) workdays to correct the rejected deliverable and return it per delivery instructions.

5.0 Government Furnished Resources:

5.1 Forest Service shall provide Subject Matter Experts on fire weather and fire danger rating and the Fire Family Plus application.

6.0 Dependency Factors:

6. 1 Forest Service shall provide all source code, program documentation, and verification datasets required to maintain the application.

7.0 Period of Performance: September 21, 2020 to September 20, 2025, base plus four option years.

The contractor will be allowed flexibility to provide services between the hours of 0700 and 1900, Monday – Friday except recognized Federal holidays (see list below) or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

8.0 Place of Performance and Travel:

8.1 Work shall be performed at the contractor’s place of business. The Forest Service will not reimburse overtime costs.

8.2 Travel is not required for this task. In the event that travel is needed, the Contracting Officer must approve such travel prior to booking and commencement of travel. The Contractor shall be reimbursed for actual allowable and reasonable travel costs incurred during performance of this effort in accordance with the Federal Travel Regulation.

8.3 Work requested under this task order is not intended to improperly supplement the Forest Service staff and not intended to be used as a “personal services.” Further, the unit will assure that a “personal services” relationship will not be allowed to develop between using agency officials and contractor employees during the performance of any work under this task order. (Reference FAR section 37.104 regarding prohibited “personal services.”)
