PART I. New supplemental FY20 STATEMAP guidance

A. Background

In accordance with STATEMAP Program Announcement G20AS00006 (opened September 25, 2019 through November 25, 2019), the National Cooperative Geologic Mapping Program is issuing this supplemental guidance to State geological surveys. The FY20 budget provided an increase in funding to the National Cooperative Geologic Mapping Program to “support the launch of Phase Three of the

National Geologic Map Database that will bring together detailed national and continental-resolution

2D and 3D information produced throughout the Survey and by federal and state partners. This information is an essential underpinning of the USGS Earth Map and Earth MRI initiatives and will enhance drinking water protection, hazards resilience, infrastructure design, natural resource management, and support a wide range of fundamental research applications.”

Phase Three of the National Geologic Map Database (NGMDB) is a long-term effort to develop a database (principally vector, geographic information system (GIS)-compatible information) that contains national, regional, and detailed geologic map coverage managed according to a complex set of content and format specifications that are standardized. NCGMP has adopted the GeMS schema

(https://ngmdb.usgs.gov/Info/standards/GeMS/) as the standard to be used for all NCGMP-funded map products. Phase Three will integrate GeMS-compliant detailed, regional, and national 2D map compilations and 3D geologic framework models in order to develop a 3D geologic framework for the

Nation.

B. New Guidance

With this additional support in FY20, and through this supplemental announcement, State geological surveys are eligible to apply for additional funds up to $300,000 for geologic mapping projects that support the Phase Three initiative by undertaking geologic map compilation activities. More specifically, projects proposed through this supplemental announcement must be responsive to one or more of the map compilation relevant activities described below:

1. Update the NGMDB catalog with all published maps and related reports for your state, thereby enhancing the catalog to improve discoverability of geologic information for Phase 3 activities.

2. Develop the capability to produce fully-attributed GeMS-compliant (Level 3) geologic map databases (see https://ngmdb.usgs.gov/Info/standards/GeMS/draftimplplan.pdf) through training and GIS infrastructure development that is appropriate to the needs of the particular proposing State geological survey.

3. Construct seamless, integrated, GeMS-compliant geologic map databases at output data scales in the range of 1:250,000 to 1:100,000 based on two-layer map compilations consisting of surficial and bedrock layers, typically derived from previously published geologic maps at

1:24,000 or smaller scales. 4. Construct any or all of the following map compilations delivered as GeMS-compliant databases derived from existing maps at scales of 1:500,000 or larger: 1) seamless, integrated statewide surficial geology, 2) seamless, integrated statewide bedrock geology and/or topography, 3) seamless, integrated statewide combined surficial/bedrock geologic map compilations, and/or

4) seamless, integrated statewide basement geology and/or topography. The resulting databases should include data from previously published geologic maps that have been stratigraphically and structurally reconciled and edge matched.

5. Provide a report that presents the scope and methodology required for the state to reconcile national resolution (1:500,000 scale) geologic map compilation with all neighboring states, based on consideration of all relevant documents and existing maps. The report must include an analysis of the feasibility and challenges posed by reconciling with adjacent states.

6. Develop a map that depicts the current status of geologic mapping in the state of interest and that provides a report that presents a prioritized list of regions and quadrangles in the state of interest that will require new GeMS-compliant original mapping or the conversion of existing maps.

7. Fieldwork needed to support the activities above through verification, conflict resolution, and ground-truthing.

Funds requested through this supplemental guidance are in accordance with the budgetary rules and regulations of the STATEMAP FY20 Program announcement G20AS00006. However, new proposals submitted through this supplemental announcement are in addition to projects already proposed through FY20 STATEMAP. Please note that original FY20 STATEMAP proposals and projects may not be revised and will be evaluated in their original form. Participation in this supplemental announcement is voluntary and does not jeopardize consideration of STATEMAP funding through the regular announcement.

C. Requirements

1. A single FY20 Supplemental Proposal summarizing new GeMS-compliant compilation projects will be accepted from any State survey. Proposals should be limited to 2 pages if possible. The supplemental project period (one year) will be the same as the original FY20 STATEMAP project period. Please list supplemental deliverables based on the above guidance in the proposals and include a budget explanation/justification.

2. Budget: Please provide a 1-page budget detailing the funding requested. Budget requirements and allowable expenses follow the guidance in the FY20 STATEMAP Program

Announcement. Budget must show a 1:1 match of the total direct costs and total overall costs, and no more than 18% on the Federal indirect cost line. Up to 18% of a State’s total direct costs may be used as a State match on the State’s indirect cost line. The following is a summary of what is required in regards to the 1:1 match:

i. A 1:1 Federal/State match is required for TOTAL DIRECT CHARGES on the entire proposal budget (all projects combined)

ii. A 1:1 Federal/State match is required for the GRAND TOTAL (this includes direct costs and indirect cost – all projects combined)

3. Proposal and Budget should be combined and submitted as one Portable Document Format

(PDF) file through Grants.gov by March 4, 2020 @ 3:00 p.m. (EST)

D. Evaluation and Awards

In addition to evaluating the FY20 STATEMAP proposal submitted through Program Announcement

G20AS00006, the STATEMAP Proposal Evaluation Panel will recommend a funding level for the supplemental proposal. The recommended funding amounts for BOTH the original FY20

STATEMAP proposal and the supplemental proposal will be sent to the PI, and one award summing the funding decision amounts from both the FY20 STATEMAP proposal and the supplemental proposal (if one was submitted) will be issued. Only one award will be issued. The evaluated strength and quality of proposals will be considered in making funding decisions. If full funding is not granted, an applicant is required to submit to the STATEMAP Program Officer and Grant Specialist a revised form SF 424, revised summary sheet, revised budget sheets, and revised deliverables if they will change, limited to the projects and amount recommended for funding.
