1.0 Introduction. The mission of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is to conduct criminal investigations, regulate the firearms and explosives industries, and assist other law enforcement agencies. This work is undertaken to prevent terrorist acts, reduce violent crime and protect the public. ATF operates in all 50 states and locations outside the United States.
The Office of Science and Technology, Forensics, Laboratory Services, Fire Research Laboratory (FRL) is the first scientific research laboratory in the United States dedicated to supporting the unique needs of the fire investigation community. It provides the necessary facilities, equipment and staff to work on important fire investigation issues such as: fire scene reconstruction; flashover studies; validation of fire pattern analysis indicators; impact of accelerants on fire growth and spread ignition studies; and electrical fire cause analysis.
The ATF Fire Research Laboratory (FRL) maintains an application known as FireToss, this software based application is based on iGlobal Software and Engineering support services. This statement of work is to continue support services for the FRL’s FireToss Software Application. The Contractor will provide IT maintenance to include remote telephone support and a block of engineering hours, and software maintenance for iGlobal software and maintenance. The technical support services will include access to engineers to troubleshoot, maintain, update and support ATF’s FireToss Software application. The contractor will also facilitate and manage the renewal for FireToss Research Laboratories iGlobalcare licenses and software packages.
2.0 Objective. The objective is to award a contract for one (1) base year and three (3) 12-month option periods, if exercised, so that users will have non-interrupted maintenance support for the FireToss Software Application.

3.1.1 Preventative Maintenance Engineering Support Services (Normal Business Hours Telephone Support):
The Contractor shall provide Preventative Maintenance Engineering Support Services during normal business through the use of telephone support services. This support service will provide ATF with access to support engineers to troubleshoot, maintain, update and support the FireToss application to include services of Help Desk Support, Remote Support, Subject Matter Expert Access, System Information Management, and Reporting for the iGlobal Software products used by FRL.
3.1.2 Preventative Maintenance Engineering Support Services (Block of Engineering Hours):
The Contractor shall provide Preventative Maintenance Engineering Support as a block of Engineering hours providing ATF with access to engineers to troubleshoot, maintain, update and support the ATF FRL FireToss application which shall include a fixed number of hours for scheduled and emergency support of the FireToss control system. The services shall include, telephone support of hardware and software troubleshooting, onsite support of hardware and software troubleshooting, call-out services for emergency breakdown repairs, emergency procurement of hardware, development for criminal case specification and software and will include travel time to the ATF FRL sites.
3.2 Software License Renewal for iGlobalcare licenses:
The contractor will facilitate and manage the renewal process for the iGlobalcare licenses listed as follows:

4.0 Period of Performance.
June 25, 2020 – June 24, 2021 plus three (3) 12-month option periods, if exercised.
5.0 Place of Performance.
ATF Fire Research Laboratory, 6000 Ammendale Road, Ammendale, MD 20705
6.0 Government-Furnished Equipment and Information. Government-Furnished Equipment or Information is not anticipated. The Contractor shall at all times protect and preserve from loss, damage or harm, all materials, information, data, supplies and equipment of every description, including that which may be Government-Furnished or Government-Owned.
| 7.0 | Contracting Officer Representative (COR). The COR and FRL system owner has the overall technical responsibility for monitoring contractor efforts. These individuals will support the Contracting Officer (CO) by: | |
| 7.1 | Performing inspection & acceptance of deliverables, identifying deficiencies in delivered goods; | |
| 7.2 | Making final decisions regarding any recommended rejection of deliverables; | |
| 7.3 | Providing technical clarification relative to overall workload matters; | |
| 7.4 | Providing advice and guidance to the vendor in the preparation of deliverables; 7.5 | Providing acceptance of deliverables to assure compliance with the requirement; |
| 7.6 | Recommending to the CO any changes in the requirement. |

9.0 Administrative Considerations.
ATF shall be responsible for administering this contract; therefore, all related questions shall be directed to the CO identified in Section 8.0.
All requests for interpretation and assistance should be referred to the CO in Section 8.0 and/or the COR who will be identified at time of award.
The CO is responsible for the contract administration and is the only person authorized to approve a change in the terms, conditions, delivery schedules, technical requirements or price, as set forth in this contract. In the event the Contractor modifies at the direction of a person other than the CO/CS, the change will be considered constructive, without authority. No adjustment will be made in the price to cover any increase in charges incurred as a result thereof. During the absence of the CO identified, other warranted COs from ATF may authorize work under this contract.
The COR will be designated an authority of the CO to monitor all technical aspects and assist in administering the contract.
10.0 Section 508 Compliance. In accordance with FAR 39.2, (1) Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities; and (2) Members of the public with disabilities seeking information or services from an agency have access to and use of information and data that is comparable to the access to and use of information and data by members of the public who are not individuals with disabilities. In addition, this acquisition must meet the applicable accessibility standards at 36 CFR Part 1194.
11.0 Travel & Travel Expenses. All travel shall be approved in accordance with the Federal Travel Regulations and approved in advance by the COR.

14.0 Inspection & Acceptance.
The Government shall inspect and accept services in accordance with FAR 52.246-4, Inspection of Services – Fixed Price
15.0 Payment.
The contractor shall invoice in accordance with ATF-14, Electronic Invoicing.
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) encourages contractors to invoice electronically. Invoicing electronically saves time, money, and physical storage space for both the Government and the contractor.
Each invoice must be a proper invoice in accordance with Federal Acquisition Regulations (FAR) 32.905(b). The contractor may submit a combined invoice with each ATF contract/order number. The invoice must clearly identify the specific Contract Line Item (CLIN) or item number for which the contractor is seeking payment under the contract/order. If the invoice covers multiple CLINs or item numbers, the invoice must clearly identify specific amounts and activity applicable to each.
Electronic invoices must be submitted to the ATF Contracting Officer's Representative (COR)/POC named in Section G/Section 3.3 of this contract and Financial Management Division (FMD), Finance.Branch@ATF.gov. Electronic invoices will serve as the official original copy. The e-mail subject line must contain the name of the ATF COR/POC named in Section G/Section 3.3 of the obligation document, the Order/Award number, the Invoice number and Vendor name (i.e.: John Doe_DJAxxxxxxxxx_Invoice #xxx_ABC, Inc.). ATF will return to the vendor any invoices that do not contain the correct subject line information.
16.0 Contractor Requirements. The Contractor must be Active in the System for Award Management (SAM) database, www.SAM.gov, to be considered for award.
